The special autonomy of Sardinia is an empty shell, while it should become an active instrument of government, the key to fully implementing the principle of insularity.

This is the thesis of the Sardinian Reformers, who today illustrated three motions that shine a spotlight on three strategic themes: public waters, energy and cultural heritage.

In particular, on the transfer of certain competences to the Region through the use of the implementing provisions of the Statute. In the case of water, the motion recalls that the Constitutional Court has suggested an adjustment of the statutory attributions of the Region to be implemented through implementing provisions of the Special Statute. This would involve the transfer of public waters used for drinking, irrigation and industrial purposes to the state property of the Region.

On energy, the use of implementing rules would serve to ensure the delegation of functions for large hydroelectric diversions, the concession of the public service of electricity distribution and management of geothermal resources. Finally, cultural heritage, with the transfer of functions for the enhancement of monuments of the Nuragic civilization and the pre-Nuragic period.

The motions were illustrated by the party's head of Insularity implementation Michele Cossa, by the group leader Umberto Ticca, by the party secretary Aldo Salaris and by the president Gabriella Mameli.

In particular, they recalled that "Sardinia is at the bottom of the list of special Regions in the adoption of implementing regulations: just 31 compared to 197 in Trentino Alto Adige. This data highlights the urgency for Sardinia to close the gap and make full use of the instrument of implementing regulations to exercise its autonomy and promote development".
