Bureaucracy, business failure, lack of funds, technical problems. These are some of the causes that cause Sardinia to stop public works , which therefore remain unfinished . On the island there are currently 47 works to be completed (last year there were 53), for a value of 241 million euros .

The data emerge from the re-elaboration of the Research Office of Confartigianato Imprese Sardegna , on the List of Unfinished Public Works of 2021, published by the Ministry of Sustainable Infrastructures and Mobility (Mims), in which the lists of unfinished public works are inserted every year of central and territorial administrations.

The list includes the hydraulic arrangement of the rivers at the interconnection of the water systems of the Tirso and Fluminimannu, the interventions on the Cixerri, the safety of roads and parking lots and the redevelopment of ancient abandoned villages. And there are also the construction of schools, the rehabilitation of hospital buildings, the construction of swimming pools, sports facilities and urban parks.

Some projects are 98 percent completed, others over 50 percent complete.

40% of construction sites are caused by a lack of funds , in 30% of cases it is a question of technical problems , in 18% of the bankruptcy of the company , of the withdrawal or of the contractual resolution , in 6% there are supervening new technical standards or legal provisions, in 4% there is a lack of interest in completion , while only for 2% more causes concur at the same time.

The regions with the highest number of unfinished works are Sicily, with 138 works (compared to 133 in 2020), followed by Sardinia , with 47 (53 in 2020), and Puglia, with 27 works
incomplete (24 in 2020).

"The bad weather, which will be felt especially in the coming months - says Maria Amelia Lai , president of Confartigianato Imprese Sardegna - in the past years has shown how dramatically it is
Sardinia and our entire country are fragile, especially if we look at the damage caused by hydrogeological instability. This situation reaffirms the urgency of investing in infrastructure and public works, especially to prevent damage from landslides and floods. We acknowledge that the Region has given an important acceleration for the planning, start-up and conclusion of the works. The action carried out is important, especially in recent months, to open new calls and to ensure that certain situations do not happen again ”.

"Unfortunately, the unfinished works scattered around the island, as well as in the rest of Italy, are the result of a little careful management of funds - adds Giacomo Meloni , president of Confartigianato Edilizia Sardegna - not only represent a serious example of bad administration but often disfigure and damage the landscape and also rage on the construction sector, already heavily affected by the crisis, which could instead find a breath of fresh air in the construction of new public building works ".

Not to be overlooked, according to Meloni, is the issue of the moment, namely the increase in the cost of raw materials “and therefore the inadequacy of public procurement. Unfortunately, the increase in the cost of materials does not correspond to an adequate value of the contracts. This is a problem that will soon, especially with the PNRR, have a negative impact on the construction of the next infrastructures ".
