The numbers arriving from Sardinia regarding the level of expenditure relating to the public works tender market are exceptional. Between January and September of this year , there were 480 tenders for a basic amount of 8.9 billion euros , double the amount tendered in the 2016-2021 period.

On the island , the demand for public works continues to decrease, but on the other hand , the launch of procedures to carry out projects financed with EU resources, as well as interventions aimed at enhancing the production of energy from renewable sources, indicate a level of expenditure out of the norm.

The data is contained in the latest survey by the Cna Sardinia Study Center and confirms the trend that had already emerged in the first quarter of the year.

The exceptional expenditure is linked to the phase in which the resources deriving from the NGEU fund (NextGenerationEU), through the Pnrr, and the energy transition strategy were combined.

From January to September, 10 notices were published by the Ministry of Infrastructure and Transport, specifically by various port authorities in the Region, relating to thirty-year state concessions for the construction and operation of offshore wind farms.

The total amount of the initiatives should be considered indicative and underestimated - equal to 7.8 billion - as for three of the 10 projects the relative amount is not currently known.

However, the 480 tenders promoted in the first nine months of the year (468 net of Pnrr tenders and for wind farms) indicate a demand that continues to decline (-5% or -7.5%). According to the Cna, as a result, all the smaller jobs are contracted: contracts under 500 thousand euros have decreased by 22% in numerical terms and by 33% on the economic front compared to the first nine months of 2021.

On the other hand, the jobs of the most significant amount are growing : over one million there are 169 (157 net of exceptional tenders) for a value of 8.8 billion, which drops to 561 million (double compared to the corresponding period of 2021).

The tenders promoted at the local level are experiencing a moment of generalized decline: the local authorities, which with 387 tenders hold 81% of the demand (84% in 2021), reduce the demand by almost 9%, while the relative expenditure is increasing almost 74%.

«The Pnrr is at risk if the resources are not adapted quickly to compensate for works defined with price lists much lower than the current ones - comment Francesco Porcu and Antonello Mascia , respectively regional secretary of Cna Sardegna and president of CNA Costruzioni -. It is urgent to relaunch the private market with the approval of a law that supports the reuse and redevelopment of buildings».
