With the election of the presidents of the chambers, the nineteenth legislature officially began and the path leading to the formation of the new government began.

The center-right did it quickly : La Russa was elected on the first shot, Fontana on the fourth, the first in which an absolute majority is enough in the Chamber of Deputies and a two-thirds majority is not necessary.

But yesterday at Palazzo Madama a break was revealed between Silvio Berlusconi and Giorgia Meloni . The Forza Italia senators did not participate in the vote (due to Giorgia Meloni's veto of a ministry for Ronzulli) and the help of the opposition was needed to elect Ignazio La Russa (FdI). At least 17 (but they could have been even more, considering that some votes from the center-right went to Calderoli) senators between Terzo Polo, Pd and Movimento 5 Stelle voted La Russa, saving Giorgia Meloni from the first failure at the last minute and demonstrating that basically , if Berlusconi reaches the final break, another majority is possible.

The break was partially recomposed today in Montecitorio, where the forced deputies rejoined the ranks and voted for the Northern League player Lorenzo Fontana on the highest seat of the Chamber.

The center-right has chosen two very identifying figures , provoking the outcry of all the oppositions, including the more moderate one of the Third Pole, which for the presidency of the Chambers asked - as usual - more institutional and super partes figures.

THE "INCRIMINATED" NOTES

To trigger some friction between the Cav. and Meloni were the photos that immortalize the notes browsed by Berlusconi in the classroom where he defined her as "opinionated, arrogant, arrogant and offensive". The reporters asked the Prime Minister in pectore to account for these adjectives at the exit of the Chamber: " It seems to me that one point was missing from those notes - the piqued answer - and that is 'not blackmail' ".

THE NEXT STEPS FOR THE FORMATION OF THE GOVERNMENT

Elected presidents, deputies and senators have 48 hours to choose the parliamentary group. Therefore, by 16 October, the next day - 17 - the presidents convene the parliamentary groups to proceed with the election of the group leaders, which should take place by the evening of 18 October .

Once the group leaders have been elected, there are all the subjects with whom the President of the Republic speaks in consultations for the formation of the new government.

On the 19th, therefore, while the Chambers elect the vice-presidents at the same time, the "parade" at the Colle begins: usually the presidents of the Chambers, the leaders of the coalitions, the group leaders, the former presidents of the Republic go up to the Quirinale.

Between 20 and 21 October Sergio Mattarella will almost certainly entrust the task to Giorgia Meloni , who will accept and start his consultations while - between 21 and 22 October - the premier in office Mario Draghi will participate in his latest European Council in Brussels .

At this stage, the prime minister in charge compiles the list of ministers to be presented to the President of the Republic. So, with the signing and countersigning of the decrees appointing the prime minister and the ministers, everything is ready and the new government can swear. Probably already on 24 (or 25) October the executive will be formally installed .

After the oath there is the ceremony of the passage of the bell to Palazzo Chigi, finally - within 10 days from the date of installation - the vote of confidence in the Chambers.

THE INSIDES

At best, therefore, less than a month before the elections we could have the new government. Very fast times, considering that Conte was sworn in on 1 June 2018 after the elections on 4 March . And this is because the voters' vote gave a clear mandate to the center-right majority.

There will therefore be no need for the endless negotiations that led to the birth of the first Conte government. But the road is always long and paved with obstacles. If a good day starts in the morning, relations between Meloni and Berlusconi are already at their lowest terms , as evidenced by the vote in the Senate and the note from the Forza Italia leader with the "notes" not exactly benevolent towards the new prime minister in pectore.

And there is also the Lega knot to be solved: Salvini claims the Interior Ministry for his ministries of weight . But Giorgia Meloni at the Ministry of the Interior would like a center-right area technician and would prefer not to replicate Salvini's season during the first Conte government.

"We will be ready", said the FdI leader, assuring that it will be very quick in the formation of the executive who must immediately dedicate himself to emergencies (the expensive bills) and deadlines (the budget law). But first we have to recompose the break with Berlusconi and to satisfy Salvini without giving in across the board.
