The issue of nominations is still at the centre of the political conflict .

The controversy was raised by the FdI group leader in the regional council, Paolo Truzzu , and the group leader of the Reformers, Umberto Ticca , in a note, which reads: «The Todde council wants to create an expensive “juggernaut” to manage the social and health planning implemented at the municipal level through the Plus (Local Unitary Plans for Personal Services)».

According to FdI and Riformatori, « 26 directors with an annual salary of 80 thousand euros are in fact planned for the management of the 26 areas present in Sardinia: a total expense of over 2 million euros per year».

Truzzu and Ticca refer to the content of article 1 (paragraphs 7, 8 and 9) of the budget variation which provides for the creation of new organizational forms.
"In the management of social policies - explains Truzzu - the Municipalities often make up for it with their own economic and human resources, guaranteeing the provision of the service to the citizens. With the creation of the Consortia there is a concrete risk that a well-oiled mechanism gets blocked and that, consequently, the citizen does not have the service".
«⁠An important and delicate topic – echoes Ticca – which concerns support through integrated social and socio-health services, on which the Regional Council wants to intervene with a simple article of law, while a comprehensive reflection and a specific law are necessary ».
