New Provinces, money for doctors, hunting and urban planning: 19 articles of the Connect challenged by the Government

There are 19 articles of the Budget Law approved by the Regional Council challenged by the Council of Ministers before the Constitutional Court.
The regulated and contested topics range from healthcare to urban planning, including local authorities, hunting and civic uses.
For the Government, in the articles examined the boundaries of competences between State and Region are crossed in seven subjects: environment and landscape, civil order, public order and security, production, transport and distribution of energy, health, public finance, and administrative structure of the territory.
«A continuous invasion of the field with respect to the boundaries drawn in the Constitution», summarizes the executive. In detail, the articles concerning local authorities were judged constitutionally illegitimate: article 13 on civic uses and expropriations of land for the construction of renewable energy plants and article 120 which concerns the Province (the reform is implemented with six intermediate bodies plus two metropolitan cities). This in particular for "substantial changes in the territorial structure, without providing for the involvement of the populations interested in the reform of the territorial districts of the Sardinian provinces".
On urban planning, the rules on the recovery and reuse of attics, pilot floors and basements (123, 124 and 125) and those on exceptions for removable structures of accommodation facilities (art. 126) were rejected. In urban planning matters, 127 on modifications for disabled people, 128 and 130 on demolition and reconstruction, 131 on bioclimatic pergolas and finally 133 on the valorisation of properties in the fishing village of Marceddì were also cancelled. The health regulations desired by the councilor Carlo Doria were also contested: on the one hand the increase of 100 euros in the hourly rate of doctors (art. 35), on the other the increase in spending ceilings for health services provided by accredited private individuals (art. 56). And then the environment, with the rejection of the increase in wild dove hunting days (art. 80), the establishment and specialized training of nuclei, within the structure of the Regional Forestry Corps, which also carry out functions of judicial investigation into the phenomenon of forest fires (articles 86 and 87).
Finally, the art. was challenged. 91 which provides for exceptions regarding storage basins under regional jurisdiction.
