The government is thinking of a new "adjustment" to ensure the safety of construction sites: companies that want to take advantage of the building bonus incentives, starting from 110%, will necessarily have to apply the collective agreements signed by the trade unions, fully respecting all the rules on safety at work.

This was announced by the Minister of Labor Andrea Orlando who, after the disclosure of the data relating to white deaths collected by the National Labor Inspectorate, spoke of an "urgent and urgent" measure.

Between September and December, in the months of application of the new legislation provided for by the tax decree, the Inspectorate checked five thousand construction companies and as many as 87% were found to be irregular in terms of safety. Over 400 activities have been suspended due to serious deficiencies in health and safety or tax irregularities.

On the other hand, out of over 13 thousand violations ascertained in 2021, 43% concerned health surveillance; 22% training and information; 20% electrical risks; 6% lack of risk assessment.

Numbers that Orlando defined as "very serious" during a meeting with the trade unions, organized precisely to illustrate the new proposal to the social forces, considered "a protection not only for workers, but also for companies that respect the rules".

Meanwhile, immediate changes are announced in the Sostegni-ter decree. The possibility of assigning the credit of the building bonuses only once, a measure introduced to prevent the probabilities of fraud and money laundering from multiplying step by step, was not liked not only by companies and banks, but not even by political parties. The intent is shared, but Parliament is already studying the best solution to return to the possibility of "multiple" transfer, guaranteed by careful supervision.

The Senate Budget Service, where the measure is starting its examination process, has also raised some doubts. In fact, the technicians recognize that the tightening could have an impact on investments and, by curbing spending, it could at the same time also make itself felt on the revenue in favor of the tax authorities in terms of VAT, Irpef / Ires and Irap.

Strengthened by the support of practically all parties, from the 5 Star Movement to Forza Italia, from the Democratic Party to the Lega, Confedilizia has therefore returned to ask for an afterthought, denouncing a blockade of construction sites already in place. The changes introduced during construction have spread uncertainty among sector operators with the prospect, for some, of suspending the transfer service.
