That Giorgia Meloni appears to be and remain opposition leader appears to be the probably dominant sensation. The management of the migration issue would not seem to leave room for any doubts in consideration of the fact that it was conducted not only on the wave of an all in all "populist" impulse of "yellow-green" memory, but also beyond and beyond any minimal attempt at diplomatic international cooperation.

One of two things: either you remain at the head of the government opposition, or you resign yourself to wearing the official, and certainly less "popular" clothes of the institution you are called to represent. “Tertium non datur”. It is no mystery to anyone that every new government experiences, at the very moment of its establishment, a period of variable duration, but in any case very short, which we could define as a "honeymoon" according to a definition known to all, since it would seem to be placed between a parameter of novelty compared to a very unconvincing "before", and an "after" full of "hope" perceived, on a potential level, as "realistic and concrete".

The problem for the new Prime Minister therefore seems to be solely that of maintaining a high degree of approval precisely through the muscular management, which is also very unconvincing in the medium to long term, of the question of migratory flows. It's just a pity that the "blaze" generated by the classic dialectical exchange between the European Union and the Italian Government is as ephemeral as any flash in the pan and that even Giorgia Meloni, no matter how much she undertakes to delay the moment, will have to resign herself to the confrontation with what the true and only implacable leader of the government opposition: the one represented by the so-called "fact of reality" (cited by Buttafuoco) with which it is necessary to begin to reckon by offering answers that are certainly not miraculous, but nonetheless useful for tackling the economic crisis and contingent social.

Creating diplomatic crises by forcing the European institutions to remind our governing bodies of the relief duties incumbent on the states adhering to international agreements having constitutional significance does not seem the best way to obtain the necessary credit to give Italy the "credibility" of which it needs to face the globalized world with conviction by asserting one's "weight". The same misunderstanding that occurred on a dialectical level with Macron's France on the possible cooperation in the management of migrants reveals the albeit understandable lack of aptitude, entirely justifiable given that she is in her first experience of government, of our Prime Minister in managing the subtleties of diplomatic dynamics.

In other words: the invitation addressed to the States by the European Commission and aimed at soliciting cooperation between them to "provide a common response, giving absolute priority to the sacred nature of life", far from being able to be read in an assertive sense with respect to the grievances raised by the Italian Government in an all too muscular way, rather represents the clear and unequivocal attempt to appease the tensions, internal and otherwise, which had indirectly begun to affect the most representative Chancelleries of France and Germany, and which risked undermining the already fragile balance and precarious workers of a European Union that needs to be redone.

However, if we look closely, the circumstance, or rather the "international incident" that has occurred, should be taken into correct consideration by the current Prime Minister in terms of the effects of internal politics and the management of the balance of power with the formations majority, since the real opposition, the one potentially suitable for putting the current executive into nothingness, is precisely and only the internal one, interested in taking away the scepter of command from the leader of the Brothers of Italy and therefore making use of every useful argument in this sense.

In short: if until today Giorgia Meloni could not be held responsible in any way for the government choices for having always consciously remained outside any majority structure, today the situation has definitely changed, and if she does "well" or "bad" then it will necessarily be the result of its "merit" or its "demerit". And therefore. Surely Europe appears to be in difficulty in providing a response to the challenges represented by the management of migratory flows pressing at the borders. There is certainly a lack of a "unitary response" to the problem despite the fact that the Treaty on the functioning of the European Union expresses essential general guidelines on the need to update a common asylum policy and to create appropriate conditions of solidarity between the Member States, also and above all on a financial level. Certainly still today there is a lack of a European policy capable of guaranteeing a stable equation between migration and development. The circumstances appear in their incontestability. But Giorgia Meloni's mistake, in the specific circumstance, as far as we can understand in the light of a general examination of the question, was only that of wanting to pursue a just result with erroneous methods of a "populist" matrix which could contribute to undermining its international credibility.

The first objective, for Italy of the current Prime Minister, is to redefine Euro-Mediterranean relations, which represent the starting and finishing point of every critical issue linked to the management of flows, and not only, since from their appropriate management may well depend on the future relationship between the West and the East which, far from being feared, should be experienced as an opportunity for economic growth through a wise and balanced game of diplomatic and economic exchanges. “Knowing to Grow”: this should be the governing paradigm, in every sector of life. Regardless of whether or not you may like Giorgia Meloni's ideology, today she is our Prime Minister and as such she is called to answer both to those who voted for her and to everyone else. And undeniably she possesses enough qualities of determination and firmness that can help her to govern well without blurring or excesses of any kind.

In terms of managing flows, the starting point must be found in picking up where we left off, i.e. at the time of the 1999 Tampere summit and the 1997 Treaty of Amsterdam, when attempts were made to achieve a common migration policy free from national perimeters in an attempt to overcome the very different positions that exist within the much wider perimeter of "Union" importance and which are certainly favored by the "Dublin Regulation". Europe must become an authentic dimension of "Civil power", and Giorgia Meloni, if she really wanted to conquer positions of credibility, should work for this, i.e. to create a Europe of "democracy" and "rights" by opening up to the world and to diversity. It is not required that he pursue the objective in his five years of government, but even just starting a serious path in this direction could constitute and represent the keystone. And certainly Italy would derive a certain benefit from it also on an economic and social level through an evident improvement in living conditions.
