Starting from October 15, for three million and 200 thousand public employees the ordinary way of working will return to being in the office, in full compliance with anti-Covid security conditions.

"The era of the new normal is opening - says the Minister of Public Administration Renato Brunetta - and the framework started with the extension of the obligation of the Green pass to the world of work is completed".
In fact, on October 15 the last decree on the Green pass will come into force, which provides for the obligation to possess the certification to work both in the public and in the private sector in any capacity. "In the current historical and economic phase that the country is experiencing, it is necessary to support citizens and businesses in activities related to the development of production activities and the implementation of the NRP", reads the explanatory report of the dpcm signed by Prime Minister Mario Draghi. "It is necessary to allow public administrations to operate at their maximum capacity" so that they can give "maximum support to the resumption of productive activities and to families".

According to the data provided by the government, out of 3.2 million public employees, those not obliged to vaccinate (therefore excluding health personnel, school, armed forces and police), are just over 900 thousand; of these, based on regional data, it is estimated that about 580 thousand are vaccinated and that 320 thousand are those who still do not have any coverage, 10%. "Given the gradual but progressive increase in the number of vaccinated workers among the population of civil servants", there are "conditions for a gradual return to presence and safety".

On the modalities of this restart "I will provide specific operational indications - says Brunetta - so that it is in compliance with the measures to combat Covid-19 and consistent with the sustainability of the transport system". However, it will be a gradual return: "First who works at the counters, then whoever is behind the counters, in the back office, and in parallel the central and peripheral administrations. "By the end of October, behind the classic desk, everyone should be back.

SMART WORKING - But the experience of smart working will not be set aside forever. The administrations will be able to make some employees continue to work from home but under certain conditions: do not compromise the services, have technological tools for secure communications between administration and employees such as "a digital platform or a cloud" and a plan for the disposal of arrears. Waiting for the new rules for agile work to arrive, which will be used when the state of emergency ends and which will also affect those who have a part-time or fixed-term contract with the public administration.

For the trade unions Fp Cgil, Cisl Fp, Uilpa and Uil Fpl it is essential to find "the right balance between the need for a better reconciliation of life and work times with the need for innovation and improvement of the quality of services". According to the latest draft for the renewal of the contract of the central functions of the public administration, the adhesion will always be "consensual and voluntary". Smart working will be one of the "possible ways of carrying out" the work performance for those activities "where the necessary organizational and technological requirements exist to operate in this way". There are no time or place constraints, even if it cannot be done from abroad unless the place of work is outside Italy. The agreement will also define the days in smart working and the hours of the three remote work bands (operation, contactability and inoperability) as well as facilitating access to those workers who find themselves in particular conditions, such as the parents of children under the age of 3, severely handicapped employees and those who care for them.
