Interior Minister Luciana Lamorgese responds to the Chamber of Deputies on the management by the Interior Ministry of the guerrillas in Rome on the dramatic 9th of October last.

The raid on the headquarters of the CGIL was "the most dramatic moment", said the minister in the report to Montecitorio, "which disturbed public opinion for the violence of the destructive action and the scarring of democracy. A moment that lasted. 8 distressing minutes, which had its peak between 5.32pm, when the demonstrators burst into the trade union headquarters, and 5.35pm, when the police forces regain control of the situation and free the premises ".

"In the immediacy of the facts I asked the police chief for a detailed reconstruction of the evident criticalities that, it must be acknowledged, marked the management of public order in those hours. It is clear - admits the former prefect - that it was not possible to contain all the criminal intentions from which the violent part of the demonstrators was moved, especially that instigated by more politicized elements ". There has been a "security deficit", determined by the "situation which has exceeded all reasonable expectations" and which must not "repeat itself".

"NO STRATEGY OF TENSION" - The owner of the Interior Ministry rejects the sender, however, the accusations ( raised by the president of the Brothers of Italy Giorgia Meloni) of having fomented an alleged "strategy of tension": there was a political reading, she says, "which tends to accredit the thesis of a design supported by the behavior of the police", but "I must firmly reject this reading", because "it insinuates the doubt that the police forces lend themselves to being an instrument of obscure political purposes. 'an unjust accusation, which casts an unacceptable shadow on the work of the police forces ".

TOWARDS THE G20 - "In this period the protest threatened every area, bringing out new subjects to protect and new sensitive objectives to protect", he added, underlining the "challenging nature of the protest, intent on not stopping". For the minister "we cannot in any way let our guard down" and we must "keep the utmost attention to ensure that national tranquility is not disturbed".

Now, he continued, "we still have a very demanding period ahead of us, which moreover will see the G20 unfold at the end of October". Not everything went wrong, however: "The information contribution aimed at considering every danger and addressing mediation activities that have demonstrated the effectiveness in lowering tension and decongesting the square is to be considered precious."

The goal "that we must set ourselves is to lead the country out of the pandemic without the effervescence of the conflicts producing trauma or deep wounds - he continued -. the tranquility of the national community is disturbed. The instrument to guarantee this is the proper balance between the right to express dissent and the protection of citizens' rights and freedoms ".

THE STRIKE OF TRIESTE - As for the manifestation of the Trieste dockers, Lamorgese spoke of "characteristics similar to the events in Rome", in the processions towards Palazzo Chigi and Montecitorio. "Despite the recall of the prefect of Trieste to the evident illegitimacy of the strike, a garrison was activated at gate 4", Lamorgese underlined, preventing 700 heavy vehicles from unloading and loading goods and "in the face of this situation the prefect has called a urgent security committee in which it was agreed to carry out the evacuation. In moments of greatest tension the danger of degeneration of public order was foreseen and the use of fire hydrants and tear gas was necessary ".

MORE THAN 5 THOUSAND PROTESTS IN A YEAR - Lamorgese then unveiled the numbers of the demonstrations that took place from February 2020 to October 18 2021: 5,569 of which more than half in 2021, and of these 1,526 between July 22 and October 18 against the measure of the Green pass. 3.4% resulted in episodes of violence, or 52 demonstrations. "In the same period - said Lamorgese - the effort to contain the protests in the streets led to the assignment of 17,470 units of the mobile police forces to the public security authority".
