This is stated in a statement specifying that in the measure adopted, the Guarantor deemed "the unions' reference to Article 2, paragraph 7, which provides for the possibility of striking without notice only 'in cases of abstention from work in defense of the constitutional order or protest against serious events detrimental to the safety and security of workers,' to be irrelevant."

The Authority therefore sent an immediate warning to the trade unions, reminding them that "failure to comply will result, among other things, in the initiation of a conduct review procedure."
