«There isn't a technical problem, but a political problem: the new constitutional rule came into force just 24 days ago and an attempt is already being made to stem it by wedging one of the very few rules of this finance law that speaks of insularity. It is a bad sign, the confirmation that the Region must immediately open a close confrontation with the national government to address the issue ».

This is how the president of the Special Commission of the Regional Council Michele Cossa comments on the findings of the State Accounting Office on the rule on insularity , in which it is defined as "difficult to implement" and therefore requests its modification.

"We already knew that the match would not be easy, today we had an initial confirmation," says Cossa. Adding: «The principle of insularity is disruptive, a true constitutional revolution that someone is already trying to stop. Let them know that they won't succeed, because they will have to fight against the whole of Sardinia».

Silvio Lai , a deputy of the Pd, from the Budget commission and first signatory of the amendment approved in the budget law, also intervened on the pronouncement of the Accounting Office, reassuring: " The legislation on insularity does not run any risk : the budget commission has already analyzed the observations of the General Accounting Office of the State, some he accepted, others he considered not acceptable, and the one concerning the amendment 143.01 is among the latter».

«The proposal of the Accounting Office concerned the transfer from the Mef to the Presidency of the Council of Ministers of the National Fund for the contrast of the disadvantages deriving from insularity to facilitate the use of the Fund due to the absence of implementing rules. In reality, new or pre-existing national and European resources can flow to the Fund which must be finalized through the indications that will emerge from the Bicameral and which will become law of Parliament. For this reason the Commission has decided, as in other cases in the same document, not to accept the proposal of the Accounting Office and to maintain the political will expressed by the parliamentary groups. The hope - concludes Lai - is that the institution of the bicameral takes place in the shortest possible time so that the Essential Levels of Services for the island regions in the fields of education, health, infrastructure and transport as well as the obligations of the State in matters of justice and security emerge vividly and clearly and find a solution".
