Sardinia is among the last in Europe for the quality of the institutional context . The region is penalized above all by the lack of impartiality in accessing services, a factor that directly affects the well-being of citizens and limits the growth and innovation potential of the production sector.

This is attested by a report by the Cna Sardinia Study Center based on data from the European Quality of Government Index (EQI), the index on the quality of public administration periodically elaborated by the Department of Political Sciences of the University of Gothenburg , a study that carries out a comparison between the 208 regions (NUTS1 and NUTS2) of the 27 Member States of the Union .

THE RANKING - With an EQI index value of -1.27, the island ranks 186th out of 208 regions, while compared to the rest of Italy, Sardinia is 16th preceded by Molise and followed by Puglia. Analyzing the individual pillars that make up the final synthetic index, the one concerning institutional quality, although remaining in the low ranking, Sardinia advances by nine positions , becoming 177th out of 208 regions, while for impartiality of public action it drops to 201th place . But it is also the fifth Italian region (54.6%) for Municipalities equipped with interactive services , even if it is at the bottom in terms of training level of employees of local administrations: only 2% of employees have attended training courses in IT. Seventeenth place , on the other hand, for the number of tenders above the threshold with electronic submission of the offer , Sardinia is among the most virtuous regions for respecting the deadlines for the implementation of interventions financed with national and Community resources but records a high the percentage of public works that are behind schedule.

With an average duration of legal proceedings in ordinary courts of 490 days , the island is one of the Italian regions with the slowest time of justice .
