In Sardinia , companies struggle to find qualified professionals .

And the problem does not seem easy (and quick) to solve. If in 2022 the missing share of skilled labor was 36.6%, in 2023 the shortage will stand at 42.1%, with a growth of 5.5%. Among the artisan businesses, the difficulty of finding them is 38.5%. According to the data, there would be work but the places remain free due to the small number of candidates and their - often encountered - professional inadequacy .

Among the most requested profiles: digital and ICT experts (such as software designers, system administrators, analysts and programmer technicians), truck drivers , construction workers specialized in energy saving and redevelopment, electricians , mechanics , mechatronics and repairers of motor vehicles . And again: plumbers , welders , assemblers and wirers of electrical equipment but also beauticians , hairdressers and cooks .

This is what emerges from the analysis carried out by the Study Office of Confartigianato Sardinia , on the " Difficulties in finding personnel in the MPIs on the Island ", which re-elaborated UnionCamere, ANPAL and Excelsior 2022 data. The dossier also highlights how to find personnel adequately, in 2022 companies took an average of 3.3 months with times lengthening to 4.7 months for highly skilled workers even if more than 1 year of research is needed for thousands of other highly professional figures.

«The difficulty of our companies in finding personnel is the consequence of a multiplicity of factors - says Maria Amelia Lai, president of Confartigianato Imprese Sardegna - starting from the demographic crisis to the gap between school and the world of work , from the digital revolution to new expectations and propensities, especially of young people, towards work". "For this reason - continues the president - the shortage of manpower must be tackled with a systemic and coordinated approach , also of a cultural nature, of economic policy interventions and measures to reactivate the labor market. Remarkable is the commitment, in craftsmanship, to invest in quality collective bargaining which, with the aim of retaining workers in companies, also provides for important bilateral welfare safeguards».

The Sardinian territorial ranking of professional figures not found in 2022 saw Cagliari in the lead with 39.2%; followed by Sassari-Gallura with 39%, Nuoro with 35% and Oristano with 32.5%. Confartigianato also carried out the survey of the 73 most difficult professions to find for SMEs with an artisan vocation. The analysis opens with an important criticality deriving from the lack of conductors of heavy vehicles and trucks (56.7% of the required figures missing), followed by masons in stone, bricks, refractories (46.2%), electricians in civil constructions ( 63.4%), sales and distribution technicians (45.1%), plumbers and water and gas pipe fitters (70.1%), hairdressers (50.1%), artisanal mechanics, car repairers (69 .9%), industrial automatic and semi-automatic machine tool workers (62.7%), metal carpentry fitters (64.7%), taxi drivers, drivers of cars, vans and other vehicles (37.8%), mechanics and assemblers of industrial machinery (56.0%), machine tool fixers (68.6%), installers and repairers of electrical and electromechanical equipment (65.2%), programmer technicians (66.8%), management technicians of construction sites (61.4%), accountants with (44.1%) and analysts and software designers (80.8%).

But Confartigianato Sardegna is paying attention to the problems that could arise with the arrival and management of funds from the PNNR : «We are facing a very delicate dilemma to control, with problems that could even multiply - President Lai warns –. Because if there is a shortage of professional figures in companies, these difficulties could also have repercussions on the Public Administration and Local Authorities, the real players in the management of European contributions, historically grappling with a chronic shortage of personnel specialized in drafting and managing tenders and projects".

An immediate and strong support action is essential for the Artisan Association, through new hiring of personnel or through qualified external technical supports . The hope is that the National Executive will work to encourage the tools available to companies for hiring , such as the reduction of social security contributions. As for apprenticeship , it would be essential to strengthen this type of path, emphasizing the importance of the ambivalence between training and work and always keeping in mind an adequate salary.
