The Citizenship Income goes into the attic and the Inclusion Guarantee (GIL) arrives, accompanied by the Work Accompaniment Service (PAL) and the Work Activation Guarantee (GAL).

A new decree provides for it, the contents of which, still in the draft, are being evaluated in these days in the more technical parts, but whose general structure is confirmed.

THE DECREE – The provision - for now consisting of 40 articles - will contain other measures on work and will probably also be a vehicle for introducing the measures on cutting the wedge recently announced by the Government. In the draft, among the measures outside the perimeter of the citizen's income, there is an important lightening of the causal mechanism for fixed-term contracts which disappears for those under 12 months and is simplified for those up to 24 months.

Rules are also envisaged to extend the protection of Inail to students engaged in school-work courses and to double the deduction threshold for the contributions of domestic helpers and carers. However, the heart of the provision remains centered on exceeding the basic income. With important news.

NEWS - Among the measures against poverty, aid to inclusion and unemployment, we note on the one hand the tightening of penalties for false declarations and fraud with sentences of up to 6 years in prison , on the other an increase in tax relief and contributions for the hiring of Gil preceptors, concessions that double and reward the employer in the case of permanent hiring . The Gil will enter into force on January 1, 2024, will have an annual cost for the State of just over 5.3 billion and will affect around 709,000 households.

The benefit reaches up to 6,000 euros a year, i.e. 500 euros a month (updated to the equivalence scale) and can be supplemented up to 3,360 euros (280 euros a month) as a rent contribution. Payments will be made on a monthly basis and will pass on the "Inclusion Card".

REQUIREMENTS - To be eligible for the subsidy, the family nucleus must have at least one member who is a minor, or over 60, or with disability or civil invalidity.

Furthermore, he must have been resident in Italy for at least five years (of which the last two continuously), have an ISEE not exceeding 7,200 euros, a family income not exceeding 6,000 euros per year, real estate assets other than the first home, not exceeding to 30,000 euros, movable assets not exceeding 10,000 euros.

Obviously he must not own ships, pleasure boats, cars over 1,600 cc or motorcycles over 250 cc

The support will last 18 months, then after a one-month break, it will be renewed every 12 months and starting from 2026 it will be adjusted to inflation.

If a core member finds a job as an employee, this remains compatible up to a maximum salary of 3,000 euros.

DECADENCE – For the preceptors of the Gil, a path of social inclusion and introduction to employment centers begins if it is employable. Anyone who fails to show up at social services or for work, without justified reason, forfeits the benefit. Those who do not accept an employment contract also lose the benefit, but the proposed job must have a remuneration not lower than the minimum wage, have a duration of more than 30 days and in the case of a part-time contract it must be at least 60% of the full time schedule.

Benefits are also provided for the employer: for fixed-term employment there is a 50% contribution relief for 12 months, for permanent employment the relief will be 100% and the duration will be 24 months.

A "mini" Gil is provided for households (singles included) in a situation of poverty but which do not reflect the conditions listed above and who are therefore between 18 and 59 years of age. In this case the measure is envisaged for no more than two subjects in a family nucleus, the subsidy is 350 euros per month, but in the case of two tutors, the second is entitled to half, i.e. 175 euros per month.

LA PAL – Finally, for the beneficiaries of the Rdc who, at the time of the expiry of the 7 months of subsidy foreseen for this year, have signed a work pact and are included in active policy measures, there is the Assistance to work service (Pal ).

It can be requested from 1 September, and is worth 350 euros per month. It is estimated that the intervention will involve 213,000 people from 154,000 households for a cost of 276 million euros. "We are waiting to examine the texts, but we already express strong perplexities" says the confederal secretary of the CGIL Daniela Barbaresi who sees in the measures "a basic idea of poverty as the fault of the individual rather than a collective problem" (ANSA).
