A direct contract, a concert already paid for down to the last euro, and a DURC (return tax) that, at the time of payment, is still "pending verification." The organization of the New Year's Eve concert, which will bring Fedez to the stage in Piazza Roma, is coming under scrutiny from center-left city councilors.
A question, first signed by Democratic Party representative Massimiliano Daga, reconstructs the administrative process that led to the awarding of the service to AMA Produzioni Società Cooperativa of Ussana for €140,000 plus VAT, equal to a total of €154,000. This sum, as the councilors pointed out, has already been fully paid through two separate deeds, numbers 4099 and 4224, each worth €77,000.
The crux of the matter is contained in the liquidation orders themselves, which note that the contractor's Contribution Regularity Document "is currently under review." Despite this, the interpellation states, "the entire contract amount has already been paid," a circumstance that raises doubts in light of current legislation, according to which regularity of contributions is "an essential prerequisite for proceeding with the payment of sums owed by a public administration."
Hence, the request to the mayor to clarify "whether it is compliant with current legislation to proceed with the payment of invoices to a public administration without a properly acquired DURC" and why "it was deemed legitimate to proceed with the full payment of the entrusted amount." The signatories also ask whether, after payments, a valid DURC was acquired and, if not, "what initiatives the Administration intends to take to protect the institution."
Finally, the interpellation sheds light on the consistency of the contract. The company's ATECO code indicates that it operates in the "rental and operational leasing of structures and equipment for events and shows," which "may not appear fully consistent with the overall organization and implementation" of a major public musical event like New Year's Eve.
An affair that, just a few days before the New Year's toast, risks making waves far beyond the stage.
