In Sardinia a forest of wind turbines, endless expanses of photovoltaic panels in agricultural fields, barges and tank wagons. Borderland, on the outskirts of the third world, where the energy of the sun and wind must be captured to “give it away” to the Continent, without any benefit for the island, other than environmental and landscape devastation. The energy cost will not only remain very expensive, the most expensive of all, but will also be destined to grow further than in any other Italian and European region. From now on, however, even that minimum energy production autonomy will be canceled and the Sardinian industrial system, what remains, will in fact be attached to a cyclopean “battery”. For the rest, the Sardinians will only have a mega electric leash, a cable between Sardinia and Sicily, designed by Terna, which will force the island to produce a quantity of renewable energy at least 5 times higher than its own needs in order to export it to the Continent.

The electric blitz

The energy blitz is no longer just a hypothesis or a prediction. For some hours what we had documented in our energy inquiries has been taking shape with an impetuousness that recalls strong terms, capable of overturning constitutional principles, from loyal collaboration to respect for the prerogatives of the Special Statute Regions. The text is armored in the secret rooms of Palazzo Chigi. The state stamps have not yet been affixed. For the final blow Mario Draghi will probably wait for the weekend. Certainly those two articles and eleven paragraphs on the desk of the President of the Council of Ministers are much more than a decree. In one fell swoop they impose on Sardinia unprecedented choices, almost a military occupation, decided with acts that totally exclude the Sardinian Region from the decisions and, above all, cancel with a stroke of the sponge the constitutional and statutory competence of the regional administration on a subject as decisive for development as energy.

Energy colony

An operation entirely decided in the tunnels of the strong powers who have, in no uncertain terms, decided to use Sardinia as a real "energy colony" to exploit wind and sun, disfiguring the landscape and the environment, and then transport it to Sicily and Campania. In practice, the Island, according to the decree prepared by the Minister of Ecological Transition Roberto Cingolani, and upon the signature of the Prime Minister, must be sprinkled with thousands of hectares of photovoltaic panels and hundreds and hundreds of wind turbines of all sizes. In recent months we had published the content of an amendment, later approved, with which Parliament was giving a mandate to the government to score a real energy "coup" against Sardinia.

Decree of empire

After six months, that legislative provision, as we had anticipated, translates into a decree in which forecasts become acts of authority complete with a legislative seal, given the form adopted to impose energy choices on the island. The first relevant vulnus contained in the draft text, of which we publish an excerpt in the central photo with Minister Roberto Cingolani and Premier Mario Draghi, is all constitutional. The Region of Sardinia, not a Region like the others, but characterized by an autonomic specialty of constitutional rank, with a hierarchical value superior to any ordinary norm, is in fact ignored, canceled, outclassed by choices that have the form and substance of a real commissioner. It is not explained otherwise that in the text prepared by the Minister of Transition Cingolani and endorsed by that of Economic Development Giorgetti and Giovannini Infrastructures, any formula of involvement of the Region is excluded. The "understanding" is denied and the formula of the "heard" has even been excluded. The President of the Council of Ministers decides, full stop. An act of state empire that has nothing to do with efficiency, given that precise constitutional prerogatives of the Region are denied.

Commissioner

The rules that Draghi is about to launch provide for a real commissioner of all the procedures in terms of authorizations, both landscape and environmental, with the cancellation of organizations that until now had, at least in part, mitigated the greed of the speculators of the wind and sun. An attitude that contrasts not a little with the attitude of the Government itself that challenges the laws of the Region on the house plan because, for example, they have independently regulated where to park the campers. A double-drive government, on the one hand, prohibits the Region from deciding how to deploy a camping tent or a hotel in its territory and on the other decides, with a decree, to throw hundreds of Cyclopean wind turbines on the island ready to devastate every ridge of the skyline of the land of Sardinia. In Rome, yesterday, at the Constitutional Court, the state lawyer asked to reject the law on the extension of the "Housing Plan" because the Region did not want to co-plan with the State. Today, with the decree signed by Draghi, not only is there no co-planning, but there is an imposition that permanently cancels the constitutional prerogatives of the Sardinian Statute, creating an unprecedented vulnus.

Scarred statute

If the government with a simple decree can commission the Region on one of the exclusive or competing matters, it means that the end of the Sardinian Statute is now marked. And that the content of the decree is unscrupulous can be seen from the second paragraph of art. 1. In practice, none other than the Environmental Impact Assessment Commission of which the Region of Sardinia was a member is canceled. The text is clear: The environmental impact assessment procedures of the projects and infrastructures referred to in this decree are carried out by the Technical Commission Pnrr - Pniec. So a new body with "military" powers to approve everything and more, obviously without taking into account the opinions of both the Region and the Municipalities, let alone the citizens.

Bloody expropriation

The most "bloody" passage of the decree is the following paragraph: all the interventions envisaged by the decree, from wind turbines to solar panels, are of a public utility nature. In practice, there will be no peasant, as had happened in the past, who will be able to oppose the occupation of their lands through "expropriation" for an elusive "public utility". They will be occupied by wind turbines and expanses of silicon, like it or not. The decree is written knowing full well the mission to be carried out in Sardinia. They write it in article two. In the first paragraph they plan to create "a thousand megawatts of new storage resources", which translated means the installation of "improbable" batteries to power Sardinia.

State coup

The most conspicuous state coup is written without half measures in letter b) of the first paragraph: construction of plants for 2,600 megawatts of offshore and onshore wind and 2,200 of photovoltaic panels. In practice, the Draghi decree provides for a real wind and solar occupation of Sardinia with disproportionate quantities which, in fact, are all destined to supply Italy through Terna's cable-leash with Sicily and Campania.

Cable-leash

Billionaire cable, it is not yet certain whether the cost will exceed the phantasmagoric figure of 4 billion, which is provided for in the next paragraph. Again no discussion. It must be done, full stop. Sardinia will have to sell its renewable energy to the Continent and for its supply, obviously without any ambition for development and growth, it will have to draw on what "kindly", perhaps, will arrive from the cable, having lost all autonomy in the generation of energy. It is useless to hope for a rethinking of a transitional phase with the procurement of methane and the conversion to gas of the Porto Torres and Portovesme plants.

Barges & wagons

It is enough to read the terms with which we speak of gas, with explicit reference to “cost-benefit” evaluations, as if to say, you are few and far between, it is not convenient to bring methane to Sardinia. If you really want it, it is written in the decree, "the barges", paragraph 4 letter a) of article 2 will take care of it, and then the rest will be entrusted to the carribombolai around the "efficient" and safe Sardinian roads. The most imaginative invention, envisaged in the decree, is that of a "virtual connection": the Panigaglia terminal in Tuscany will be strengthened to load the "barges" destined for some Sardinian landings. In practice, the barges will unload in Porto Torres, Portovesme, Oristano and Cagliari. They may, perhaps, serve some catchment areas, with costs always to be determined. The rest of the island, it says in the text, must be arranged. Last note: hydrogen is never mentioned throughout the decree. After all, the sun and the wind of Sardinia will be used elsewhere to produce the energy of the future. On the Isola dei Nuraghi only barges, tank wagons, cables-leashes, expanses of silicon and cyclopean forests of wind turbines. The decree can be challenged. The risk, however, is that the logic of silence will prevail, so as not to disturb the strong powers.
