During and after the vote in Montecitorio there was a tussle with vibrant protests when the president Lorenzo Fontana announced the go-ahead for the "guillotine" , i.e. the traumatic regulatory expedient on the basis of which the presidency of the Chamber can decide to put a decree-law to the vote in the imminence of the deadline even if the ordinary examination has not yet finished : it is the second time to happen in the history of the republic.The first (and so far only) "guillotine" was set by Laura Boldrini, then president of the Chamber, on 29 January 2014 on the Imu-Bankitalia decree law.

In the end, the session was adjourned: the next one will be held on 9 January when the Aiuti quater decree will be discussed.

The provision now goes to the Quirinale for promulgation and publication in extremis in the Official Gazette.

THE MEASURES - In the decree, in addition to measures for deterrence and punishment of those who organize unauthorized gatherings, also the rules that relax the obligations on the Covid containment measures .

First of all, it provides for new measures that concern health professionals. The expiry of the vaccination obligation for them was set for December 31st: the measure brought it forward to November 1st allowing operators who had refused to be vaccinated to return to work. Furthermore, starting from its entry into force and until 30 June 2023, it suspends the 100 euro fines with which people over 50 who have not complied with the vaccination obligation have been sanctioned .

With the decree, first the Executive, and then the Senate (in the House the text was armored by trust) intervened on the rules pertaining to the use of the Green pass. It has been decided to cancel the obligation to carry out a rapid or molecular test at the first appearance of symptoms and to come out of isolation after contracting Covid-19 . After 5 days it will therefore be possible to return to normal activities. Similarly, the duration of the self-monitoring regimen has also been reduced for those who have come into contact with positive people.

The 10-day term has been reduced to 5, always with the obligation to wear the Ffp2 mask in the event of gatherings, and it will no longer even be mandatory to undergo a swab once the self-surveillance period is over . The measures that allowed access to residential, social welfare, social health and hospice structures as well as to the inpatient wards of hospital structures, as visitors or escorts, only to people with green passes were also repealed. The obligation of the green pass for carers to stay in the waiting rooms of the emergency and first aid departments has also been repealed, as well as the obligation to undergo the rapid or molecular antigen test for access to first aid services.
