The Azzurri exponents start from the consideration that “the Russian-Ukrainian conflict has upset the international markets of energy raw materials and risks greatly penalizing the Italian economy and families; in particular in Italy a rethinking of energy sources is required ”. Bernini and Floris recall the declarations of Mario Draghi "on the possible maintenance of the 7 coal plants in Italy", including the Sardinian ones of Fiumesanto and Portovesme. "The Italian government - it continues - has supported the launch of the Closure Plan of the Monte Sinni mine, the last coal mine in operation in Italy, which will end in 2027", and "December 31, 2018 concluded the 'coal extraction from the Monte Sinni mine ", while" Carbosulcis has not yet completed the closure of the mine and the mine has potential for immediate processing of about 25 million tons, with subsequent potential for cultivation up to to 100 million ".

In this sense, the two senators highlight "the strategic interest that the last coal mine in Italy can take at this moment in order to guarantee our country a certain reserve of basic product necessary for energy production through coal plants".

Then the request: Bernini and Floris ask to know "if the Italian government is considering the availability of the coal site in Monte Sinni", also "if it intends to intervene at the European Commission" to revise the Closure Plan "which involves the site and Carbosulcis and the consequent maintenance in safety and restoration of the extraction potential limited to the Nuraxi Figus area ". Again, if there is the possibility that the Monte Sinni mine will be recognized as a strategic coal reserve of the country and, finally, "if we intend to evaluate the possibility of setting in 20 years the verification of the opportunities for prolonging the life of the mining and recognize the management of mining structures of public interest ", by preparing a detailed plan" that determines extraction potential in the short, medium and long term, to be activated in case of need and a training plan for the necessary personnel, with identification of the equipment necessary ”, determining“ a specific allocation from the state budget to cover costs ”.
