The Region of Sardinia cannot allocate 10 million euros a year to re-determine the contracts of doctors and workers of the ASL, not even the 15 million as an increase in resources for collective bargaining for administrative personnel, bodies and regional agencies.

This was established by the Council of Ministers in the resolution with which it challenged the regional maneuver approved on February 21st.

According to the national executive, the Finance Law encroaches on the exclusive competences of the State in matters of civil law and the coordination of public finance enshrined in article 117 of the Constitution.

Three specifically the contested articles: 5, 7 and 16 .

"The regional rule - reads the resolution - determines a more favorable treatment for the personnel of the health establishments of the Sardinia region compared to the personnel of the health establishments of the remaining regions ". Another contested paragraph of article 5 concerns the 150,000 euros a year for three years at the Universities of Cagliari and Sassari for the activation of training courses for social and health workers free of charge. According to the government, in fact, "the inclusion of expenses relating to training leads to an incorrect representation of the regional health funding and in no way is the health funding intended for universities for the activation of university courses or post-graduate training courses " .

Article 16 (Provisions on the subject of the environment, civil protection and urban planning) is also under scrutiny for the resources allocated to the fight against insects and parasites .

«Authentic madness», thunders Progressive adviser Francesco Agus , according to which the Meloni government «saves tips and takes sides against doctors, nurses and civil servants» .

According to the exponent of the minority, the appeal is nothing new, "almost all the laws of this legislature have met the same end". But, he observes, the government «has saved en bloc the millions of euros in electoral tips to associations and entities, in some cases not even legally constituted, which deserved a sanction and are a clear violation of state regulations. Instead, he decided to refer rules from which thousands of people would have benefited to the Consulta ».

In short, "an enormous damage to which doctors and workers in the health sector pay the price, who risk not benefiting from the adjustment of the ancillary salary and the employees of the regional administration who will not see the administration allowance adequate with that received by the workers of the ministries".

Agus also insinuates a suspicion: "We will ask for any useful act to understand what the Region has done to avoid the appeal, the suspicion is that in the negotiation with the friendly government, the Giunta Solinas has privileged the superfluous to the detriment of the indispensable ".
