From Tuesday the Environment and Transport Commissions of the Chamber will begin examining the amendments to the new Highway Code, and these are the main proposals of the parties.

The ban on smoking is a proposal of the 5 Star Movement. Movement that also calls for the tightening of fines for those who use " smartphones, laptops, notebooks, tablets and similar devices that involve, even only temporarily, the removal of the hands from the wheel": the idea is to switch to a penalty of between 422 and 1,697 euros (from the current range of 167-661 euros), plus the suspension of the driving license from 7 days to two months. In the event of a further violation during a two-year period, a maxi fine from 644 to 2,588 euros is proposed and the suspension of the license from one to three months.

Forza Italia instead looks at the obligation of seat belts on board school buses throughout the national territory, while the extension of the validity of the pink sheet to twelve months is linked to the possibility, requested in a bipartisan way, to take the driving test three times and no more two.

The return of the taxi and NCC bonus in the city would instead concern - in the intentions of practically all parties - even the families "most exposed to the economic effects deriving from the Covid emergency", who "use non-scheduled public transport between 7 am: 00 and 10:00 on weekdays ", people" who travel for their work or voluntary activity of a health, social and health care, or social welfare, or in the field of education and training, or women in pregnancy, ie all over 55, or as part of the vaccination plan ".

Scooter chapter : the parties (even on this point the proposal is practically unanimous) aim to regulate parking lots and introduce the obligation to license plates, third party liability cars and protections even for adults, with helmet and reflective jackets. The speed ceiling could drop, based on requests, to 20 kilometers per hour, with the prohibition of using the scooter in two, a very widespread practice.
