Clash on Pratobello 24, Comandini: «There is a law, then the Consulta will decide»

Pratobello Law, for now it is more no than yes. Even if the moment (case of forfeiture and preparation of the appeal) suggests that a sort of truce is in place and the regulatory vacuum, which multinationals are slipping into to try to obtain concessions perhaps previously denied, is only partial. There are those who are waving their arms - like the committees - to ask the Regional Council to approve Pratobello 24, a popular initiative law proposal that, last summer, was signed by almost 211 thousand Sardinians. But from the top of the assembly comes an invitation to slow down: there is already law 20, on which the Constitutional Court must express its opinion, but which "is in force for all purposes".
The President
"From the news, we are carefully following the requests of the groups that support the proposal, but the Council has made choices translating them into law", says the president of the Regional Council Piero Comandini. "Despite everything, law 20 is guaranteeing the protection of the territory and the Region will defend its decisions before the Consulta at a time when the Government itself is reflecting on some decrees of perhaps too extensive interpretation". For Comandini, "the Region, before the Constitutional Court, will exhibit the guarantee and territorial protection, the ability to program interventions, the involvement of the community". The Court, in expressing itself, "will have to keep in mind the protection of Sardinians and the autonomy in the development of choices in energy matters, which cannot fall from above with government decrees". Silence from the M5S, while from the PD the president of the Productive Activities commission Antonio Solinas intervenes: «In the 16 months that this Council has been in office, the Region has not authorized even one wind or photovoltaic project», he declares. «The law exists and it is the 20, approved by the Regional Council and now under consideration by the Consulta. The problem will arise if it were to be repealed but, to date, in Sardinia it is not possible to build wind or photovoltaic plants unless by virtue of article 3, with the agreement between Municipalities, entrepreneurs and the Region».
Attack
The center-right, however, remains on edge. Pietro Pittalis, deputy and regional secretary of Forza Italia, instead invites the Council to have a greater dialogue with those who are asking for the approval of the law: «We believe that it is a serious proposal», explains Pittalis, «to be taken into consideration and put on the agenda of the Regional Council. The answers are within the Pratobello, because it deals with solutions from an urban planning point of view against this indiscriminate wind and photovoltaic assault. Closing the doors in the face of 211 thousand Sardinians is like not understanding the ABC of politics». The Reformers are critical, with group leader Umberto Ticca: «Law 20, as expected, is proving to be very weak and risks being cancelled by the Consulta. Faced with this scenario, we cannot allow a regulatory vacuum», he argues. "For this reason I believe it is right and necessary that the debate finally opens in the Chamber on the proposed law of popular initiative called Pratobello 24, supported by thousands and thousands of Sardinian citizens. It is the opportunity", concludes Ticca, "to restore centrality to the Regional Council and listen to a voice that comes from Sardinian society".
Caution
The Brothers of Italy are more cautious: "If the Consulta were to declare the law on suitable areas unconstitutional, a second later, the Regional Council and the Regional Board will have to act without wasting time to fill the regulatory vacuum created", says deputy group leader Fausto Piga. And the Pratobello Law? "Some parts can be taken up, but the ideological approach of the majority must change. We need to put in place the best possible law to create a fair balance between the protection of the landscape and the legitimate interests of an energy transition for families and businesses".
