Work on the €11.6 billion Budget is progressing intermittently. The meeting was scheduled for 10:30 a.m. to discuss Article 2 on healthcare, but was immediately adjourned due to a lack of a quorum.

The resumption of the session sparked controversy over the absence of Regional President and interim Health Councilor Alessandra Todde, who was busy with Minister Musumeci on a tour of the areas affected by the bad weather. Todde was actually in the Chamber at 10:30 a.m. but had to move after a while.

"The councilor's presence is essential," the center-right councilors noted. "Todde might like to show his face, but he's not in the Chamber today to discuss healthcare issues." At that point, the minority called for a group leaders' conference to reschedule the work.

The M5S responded promptly: "The president was in the Chamber this morning, then went to welcome the minister, a total of half an hour, and now she's returning, leaving Musumeci alone in Capoterra, precisely to participate in the Chamber's work."

The president, who returned to the building in Via Roma shortly after 12, then changed her agenda, which had included a visit to Poetto beach (Lido area 40 minutes away with a press point) between 11.20 and 12 , a trip along the SS 195, closed and damaged after the storm, and a visit to Capoterra (La Maddalena Beach) between 12.40 and 13.
