The United States has presented a draft plan for Ukraine, which includes Kiev handing over the Donetsk and Luhansk regions in the east of the country to Moscow and Russia's return to the G8.

According to White House spokeswoman Karolina Leavitt, diplomatic envoy Steve Witkoff and U.S. Secretary of State Marco Rubio have been working "discreetly" on this plan for about a month. Ukrainian President Volodymyr Zelensky has stated that he intends to discuss the plan with his American counterpart "in the coming days."

Here are the 28 points of this plan, according to the draft text reviewed and translated by AFP:

1. Ukraine's sovereignty will be confirmed.

2. A comprehensive non-aggression pact will be concluded between Russia, Ukraine, and Europe . All unresolved ambiguities over the past 30 years will be considered resolved.

3. It is expected that Russia will not invade neighboring countries and that NATO will not expand further.

4. A dialogue between Russia and NATO, mediated by the United States, will be conducted to resolve all security issues and create conditions for de-escalation.

5. Ukraine will receive reliable security guarantees.

6. The Ukrainian armed forces will be limited to 600,000 personnel.

7. Ukraine agrees to enshrine in its Constitution that it will not join NATO , and NATO agrees to include in its charter a provision specifying that Ukraine will not be integrated in the future.

8. NATO agrees not to deploy troops to Ukraine.

9. European fighters will be based in Poland.

10. The United States will receive compensation for the security guarantee. If Ukraine invades Russia, it will lose this guarantee. If Russia invades Ukraine, in addition to a coordinated and decisive military response, all global sanctions will be reinstated, recognition of the new territory, and all other benefits of this agreement will be revoked. If Ukraine launches a missile at Moscow or St. Petersburg without valid reason, the security guarantee will be considered null and void.

11. Ukraine is eligible for EU membership and will receive preferential access to the European market in the short term while the issue is being considered.

12. A robust comprehensive package of measures for the reconstruction of Ukraine, including the creation of a Development Fund for Ukraine, the reconstruction of Ukraine's gas infrastructure, the rehabilitation of war-damaged areas, the development of new infrastructure, and the resumption of mineral and natural resource extraction, all supported by a special financing program developed by the World Bank.

13. Russia would be reintegrated into the global economy, with discussions planned on lifting sanctions, rejoining the G8, and concluding a long-term economic cooperation agreement with the United States.

14. $100 billion of frozen Russian assets will be invested in US-led reconstruction and investment projects in Ukraine, with the United States receiving 50% of the benefits. Europe will contribute an additional $100 billion to increase the amount of investment available for Ukraine's reconstruction. The frozen European funds will be released, and the remaining frozen Russian funds will be invested in a separate Russian-American investment vehicle.

15. A joint Russian-American security working group will be established to promote and ensure compliance with all provisions of this agreement.

16. Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.

17. The United States and Russia will agree to extend the validity of the nuclear non-proliferation and nuclear weapons control treaties, including the START I Treaty.

18. Ukraine agrees not to be a nuclear-weapon state , in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

19. The Zaporizhzhia nuclear power plant will be commissioned under the supervision of the International Atomic Energy Agency (IAEA), and the electricity produced will be shared equally between Russia and Ukraine, 50/50.

20. Both countries commit to implementing educational programs in schools and society aimed at promoting mutual understanding and tolerance.

21. Crimea, Luhansk, and Donetsk will be recognized as de facto Russian territories, including by the United States. Kherson and Zaporizhia will be frozen along the line of contact, which will constitute de facto recognition along that line. Russia will relinquish all other territories under its control outside the five regions. Ukrainian forces will withdraw from the part of the Donetsk region currently under their control, which will then be used to establish a buffer zone.

22. Having agreed on future territorial arrangements, the Russian Federation and Ukraine undertake not to alter these arrangements by force. No security guarantees will apply in the event of a violation of this commitment.

23. Russia will not prevent Ukraine from using the Dnieper River for trade purposes, and agreements on free grain transportation across the Black Sea will be concluded.

24. A humanitarian committee will be established to address issues related to prisoner exchange, the return of bodies, the return of hostages and civilian detainees, and a family reunification program will be implemented.

25. Ukraine will hold elections within 100 days.

26. All parties to this conflict will be granted a full amnesty for their actions during the war and will undertake not to make or consider claims in the future.

27. This agreement will be legally binding. Its implementation will be monitored and ensured by the Peace Council, chaired by President Donald J. Trump. Sanctions will be imposed for any violation.

28. Once all parties have accepted this memorandum, the ceasefire will come into effect immediately, upon the withdrawal of both parties from the agreed points to begin the implementation of the agreement.

"Ukraine needs peace. But a dignified peace, so that the conditions respect our independence, our sovereignty, and the dignity of the Ukrainian people," said Ukrainian President Volodymyr Zelensky.
