The Libyan Prosecutor General's Office has ordered Almasri's arrest and indictment on charges of torturing detainees and the torture-related death of one of them. According to a statement from the Prosecutor's Office, the pre-trial detention order for the former head of the judicial police in Tripoli follows interrogations and the gathering of evidence regarding serious violations of detainees' rights at the capital's main reform and rehabilitation facility . According to the statement, at least ten people were reportedly subjected to torture or cruel and degrading treatment, and one of them died as a result of the abuse.

Judicial sources recall that in July, the Tripoli prosecutor's office requested assistance from the International Criminal Court (ICC) to gather evidence in the case, after removing procedural constraints and interviewing Al-Masri in an initial interrogation session. Today's measure is therefore part of a file already open at the national level. Al-Masri Njeem's name is also linked to the arrest warrant issued earlier this year by the ICC for alleged crimes against humanity and war crimes, including murder, torture, sexual violence, and persecution, in relation to events that occurred primarily in Mitiga prison since 2015.

Today's decision by the Libyan prosecutor's office brings the case back within the scope of national criminal proceedings.
