"The Palestinian Authority must also end its attempts to circumvent negotiations through international campaigns, including appeals to the ICC, and efforts to achieve unilateral recognition of a potential Palestinian state."
"Both measures materially contributed to Hamas's refusal to release its hostages and the breakdown of ceasefire talks in Gaza ," the State Department concluded, specifying that the Palestinian Authority mission to the UN will receive permits as established by the UN Headquarters Agreement.
