Safety and redevelopment of school buildings, with a view to environmental sustainability and reduction of maintenance and management costs. With these assumptions, we are working rapidly in 28 high schools in the Metropolitan City of Cagliari to restore their luster and prestige but above all to make the premises safe for the peace of mind of the students who occupy the classrooms every day. The Metropolitan City planned extraordinary maintenance interventions in time. There are numerous school buildings that require safety works, for many of them we are working through seismic and static adaptation works, simultaneously strengthening the structures' resistance to fire and active protection systems in terms of fire prevention. Numerous ordinary and extraordinary maintenance interventions were carried out on the now obsolete heating systems and on the fire-fighting pressurisation units of the hydrating networks. Various interventions also concern school gyms and external sports facilities. Maximum importance is given to the language laboratories with new furnishings and cutting-edge technologies and work is underway on the redevelopment of the auditorium of the Dettori Classical High School in Cagliari.

Purpose of the interventions.

The buildings under the jurisdiction of the Metropolitan City of Cagliari, secondary schools, are 55 for a total school population of over twenty-two thousand students. At present the sources of financing for the existing interventions are made up of PNRR Funds, Ras Progetto Iscol@ Funds, Ras Funds (Development and Cohesion Fund 2014-2020), Development and Cohesion Plan Funds of the Metropolitan City and the City's own funds Subway.

After a careful analysis of the state of the schools involved in the redevelopment and safety process, there are 5 salient points on which we are working: seismic and static improvement interventions, energy efficiency interventions, interventions to improve air quality internal, interventions on sensorial quality and sense of belonging, specific interventions to improve visual and lighting comfort and interventions to adapt to fire prevention regulations. On the basis of the Institution's programming, funding was requested for the adaptation of the relevant school buildings according to the priorities identified and after the adequate checks carried out on each building, with decree of the Ministry of Education dated 8 January 2021, n° 13 is the list of interventions to be admitted to financing has been approved. The Metropolitan City was the beneficiary of contributions for the implementation of interventions on 28 schools in the vast area of Cagliari. At present, all the deadlines foreseen by the financing are being respected and not a single euro will be lost. The sector offices had to manage the ordinary activity by combining it with a significant number of loans which imposed strict deadlines with the same date for the various phases. Another critical issue is linked to the obligation to start all construction sites at the same time during the school year, which entails the need for continuous coordination aimed at guaranteeing correct carrying out of teaching in compliance with safety regulations and deadlines imposed for the completion of the works.

The motto of the Metropolitan City of Cagliari is to break down architectural barriers

In today's society, it is a wrong custom to work towards the removal of architectural barriers when a tragedy has been touched or when the news becomes public. The Metropolitan City of Cagliari has instead made the removal of architectural barriers the first point of its work. There are no second-class or second-class citizens, all students have the right to education and must be able to attend school in total autonomy. In some schools, the external and internal access ramps for disabled people have been adapted, new lifts have been replaced and built, and work has been done to adapt the stair railings.

After years of stalemate, the resources for the safety of our children have arrived

“These interventions are the result of intense and fruitful work by the administration and offices, which worked in close synergy with the Ministry and the Region regarding financing. The work done with the regional school offices and the school managers involved has allowed us to achieve excellent results", comments the mayor of the Metropolitan City Paolo Truzzu, "a result that makes us particularly proud because after many years of stalemate due to lack of funds for the school , we have finally managed to bring home resources to allocate to our children", concludes the mayor. “These are interventions which have as a priority objective the safety of school buildings, but also respond to the growing need to make our schools keep pace with the times”, underlines the metropolitan councilor delegated to School Buildings and Heritage Alessandro Balletto, “to the first time after many years we were able to make careful and precise planning which allows us to anticipate any problems that may arise", concludes Balletto.
