They create tasks out of thin air just to justify exorbitant salaries, amounting to €95,000, and appoint two officials to the roles of "coordinator and vice-coordinator" of the Office of the Secretariat of the Regional Council, roles not included in the organizational structure of the general directorate of the presidency. Without even preparing specific expressions of interest, thus establishing a clear disparity of treatment.

The indictment against the Regional Council led by Alessandra Todde comes from Paolo Truzzu, leader of the Brothers of Italy party in the Regional Council, who has submitted a question regarding the resolution passed in June by the Councilor for General Affairs and Personnel, Maria Elena Motzo, calling for "restoring legitimacy, fairness, and respect for the constitutional principles of proportionality and equality, to protect all regional staff."

The provision proposes "to direct the Coran to provide, for a maximum of two officials who coordinate the functions of the Office of the Secretariat of the Regional Council, coordinator and deputy coordinator, a specific monthly allowance of a maximum amount corresponding to 100 hours of overtime per month for a category D7 official."

The councilor also specified that "this allowance must be considered an alternative and replacement for the emoluments ordinarily connected to the performance of overtime work and the emoluments related to the roles referred to in Articles 100 and 101 of the CCRL of 15 May 2001 and subsequent amendments, to which the aforementioned personnel may not be assigned."

All this, Truzzu attacks, "despite the fact that since 2017, all of the Regional Council's activities have been digitalized and the process (acquisition of proposals, management of the Council meeting, and publication) can be carried out via tablet or computer. Moreover," the FdI group leader emphasizes, "the duties assigned to the two officials in the Council's secretariat concern the formal accuracy of the texts, which is already performed by the departments, while verifying the legitimacy of the documents is the exclusive responsibility of the Director General of the Presidency. Not to mention the incomprehensible provision for overtime, considering that Regional Council meetings are primarily scheduled during working hours and on pre-established days, making the officials' participation absolutely comparable to that of many other colleagues in departments, institutions, and agencies, who , however, receive no allowance and, in most cases, not even compensation for overtime."
According to Truzzu, "it would be appropriate for the Regional Council to block the effects of this resolution, because positions are being created in defiance of all regulations and without prior consultation with the unions. The risk of creating situations of inequality and privilege between the two officials and the rest of the staff, for whom resources for important institutions have not yet been allocated, is clear."
