Too many roles assigned in sub-government positions in the Region. And the money ran out. Better yet: the budget for fixed-term hiring (consultants, heads of cabinet and other figures, such as journalists in the press office) has already been exceeded and, according to what transpires, no other positions can be assigned at the moment, with the As a result , some department staff who are less prompt in making calls risk being left crippled. No official documents have been leaked on the matter. But the communication was given to all the group leaders of the Council, majority and opposition, who met two days ago. The voice was that of the president of the regional council, Piero Comandini. And the source can be traced back to the Budget Department. After 48 hours of "unsaid", the communication from the Region arrives: "Things are not like this", they say from Viale Trento. With a note that seems to suggest tensions that are entirely internal to the broad camp that governs Sardinia.
The question
This morning a request for clarification arrived, with a question presented by Alessandro Sorgia (Mixed Group) addressed to the president Alessandra Todde and the councilor for Personnel Maria Elena Motzo.
«I learned completely incidentally and informally», attacks Sorgia, «that the Region may have exceeded the hiring limits relating to fixed-term staff: if the news were confirmed it would be a serious damage because it would mean depriving itself of important administrative support, and not only that, given by fixed-term staff."
Even the Sardinia Region, underlines the councilor, «must comply with the parameters of employment ceilings. It is equally clear that a careful administration defines a fixed-term hiring program based on priorities." But that of the Council was «exclusively to exploit the much criticized law on super staff to make a large number of appointments which did nothing but generate the exceeding of the hiring limits for fixed-term staff».
For Sorgia there is also a problem of transparency: «To all this it must be added that mandatory publications are systematically omitted, in the transparent administration section and beyond, from which one could have an account of the appointments made but also of the roles assigned to the various individuals making up the staff of the councilors and the president".
Sorgia asks for official clarification, " because news of this kind cannot be learned incidentally".
In the building in via Roma the issue is discussed. And not a little. In the whirlwind of assignments, the spending cap in force since 2009, which sets the annual budget for fixed-term calls at just under 9 million euros, would not have been taken into consideration. The threshold would have already been exceeded, they say in the corridors (and during the group leaders). But to have certainties we will have to wait for an official position from the Council.
The region
For now the answer comes only informally. The Region announces that «according to updated calculations, based on real and official numbers, there is no budget overrun. On the contrary" . The regional note continues with a jab: «Before making certain communications, the data should be consulted correctly», we read, «otherwise there is a risk of creating confusion and misinformation. Whoever provided these details must be aware that the data used are not certified and that above all they are based on the interpretation of eligible costs, therefore without legal basis".
