Disagreements had already emerged, but now the Sardinia Region and the government are in open conflict over the Housing Plan. A statement released by the executive branch led by Alessandra Todde expresses "clear reservations" about the national measure, now close to final approval, which sets out new guidelines for national housing policies .

The legislation in question is the one defined by Legislative Decree 66 of May 7, which must be converted into law by Parliament by July 7: the Chamber has already given its approval, now awaiting final approval in the Senate (where the Plan will be presented to the floor on Tuesday the 30th).

The government intends to revitalize social housing in Italy, making 100,000 new units available within ten years and renovating approximately 600,000 public housing units . However, according to the Regional Council, the bill contains critical issues that risk impacting regional powers in matters of urban planning, regional planning, and management of public assets.

The measure introduces elements that would reduce the role of local authorities in strategic decisions related to urban development and the valorization of collective assets. "While acknowledging the changes introduced during the parliamentary process, elements that restrict the role of the Regions and local authorities in decisions regarding land governance remain," emphasizes Urban Planning Councilor Francesco Spanedda . The key issue, according to the Todde government representative, concerns the distribution of powers: from commissioner mechanisms to the reduction of regional planning space, to the use of financial instruments in the management of public assets.

"We are concerned about the powers granted to commissioner bodies, the downsizing of regional planning, and the use of funds and financial instruments in the management of public assets," Spanedda clarifies.
