The Chamber approves the Autonomy bill. The League rejoices, the opposition rises
The measure passes with 172 yes votes. Brawl in the classroom, between the tricolor benches opposed to the regional flagsAfter a long nocturnal marathon in the Chamber, the second and final green light for the Autonomy bill has arrived. The Montecitorio Chamber in fact approved the measure with 172 yes votes, 99 votes against and 1 abstention and now the measure is law.
During the session, a brawl broke out, as on other occasions in recent days, with the opposition singing the Mameli anthem and waving tricolor flags, while, on the other hand, from the majority benches and in particular from those of the League the flags of the regions were displayed.
WHAT IT PROVIDES – The bill for differentiated autonomy is made up of 11 articles and defines the general principles and procedures of the agreements between the State and the Regions with ordinary statute for the attribution, or revocations, of further forms of autonomy .
The Bill establishes, among other things, that the attribution of functions relating to civil and social rights, which must be guaranteed equally throughout the national territory, is permitted subject to the determination of the essential performance levels (Lep). The negotiation for the attribution of new functions is proposed by the Region concerned to the Prime Minister and the Minister for Regional Affairs (before starting the State-Region comparison, the Government will inform the Chambers and the State-Regions Conference). The Prime Minister can also limit the subject of the negotiation to certain matters.
The Government is therefore delegated to determine, within 24 months of the entry into force of the law, the essential levels of services, while the transfer of functions relating to matters relating to the Lep can be decided only after the definition of these levels and the related costs and standard needs (and in any case after the allocation of the necessary financial resources).
With a modification approved during the examination by the Senate, it was specified that these resources must ensure the same essential levels of performance across the entire national territory, including the Regions that have not signed the agreements, while invariance must be guaranteed of the proportionality of the resources to be allocated to each of the other Regions, together with the equalization for the territories with lower fiscal capacity per inhabitant
Furthermore, the Region-State agreements cannot exceed ten years and can be reviewed on the initiative of the two parties, also on the basis of guidelines adopted by the Chambers.
Over the course of the night, four agendas filed by Forza Italia were approved (the only interventions on the text that obtained a favorable opinion from the Executive), through which, among other things, the suspension of negotiations with the Regions is requested until the definition of the Lep with the enabling law provided for by the Legislative Decree.
THE REACTIONS – For the League, the main proponent of the law, it is a "historic day".
«For a more efficient and more modern Italy, with less waste and more services for all citizens, from North to South: after many years of battles and commitment, despite the lies and attacks from the left, thanks to the League and the government, the Autonomy requested by millions of Italians was also approved this morning in the Chamber and is finally law. A victory for all Italians: thanks to everyone! », wrote the Northern League secretary Matteo Salvini on social media.
«The indecent exchange took place in the majority. A disgrace to the institutions and a damage to the citizens. We fought it with all our strength in Parliament, we will continue to do so in the country, with the many who defend a united and supportive Italy", was the comment of Chiara Braga, leader of the Pd group in the Chamber.
The 5 Star Movement is also controversial: «The approval of differentiated autonomy makes this day disastrous for the whole country . The effects will be seen in the coming months: school, environment, healthcare, social policies: everything will be fragmented and those who are already further behind will fall into the abyss", commented the vice president of the Chamber Sergio Costa . He adds: «These are not predictions from Cassandra, unfortunately it is written in black and white in the law. The government's triumphalist narrative will not serve to hide the reality."
