Approving the budget quickly and then moving immediately to budget changes is the goal of Alessandra Todde's Regional Council : tomorrow, the Regional Council begins its examination of the 2026 Stability Law and the 2026/28 Budget, which, for 2026 alone, forecasts revenues and expenditures of approximately 11.6 billion euros.
A shielded maneuver in which the majority of the chapters are included in the healthcare sector, between adjustments to the increase in the national fund and an increase in the regional fund for non-self-sufficiency , which receives a total allocation of 866.97 million euros for the three-year period (approximately 289 million per year).
The Chamber's session, scheduled for 10:30 a.m. with the start of the examination and the majority and minority reports, will be preceded by a joint meeting with the Council of Local Authorities (though no summit is planned in Campo largo). Local authorities themselves have been vocal in their calls for increased resources to be allocated to the Single Fund for Local Authorities: the current allocation in the Stability Law amounts to approximately €573 million annually over the three-year period, but both the Democratic Party and the center-right opposition parties are clamoring for the Single Fund to be increased by another €100 million. These resources will be found within the budget, and the council would like to draw from other allocations, perhaps those allocated to regional councilors.
The debate promises to be complicated, and a large number of amendments from the minority are expected. The center-left recognizes that perhaps the regional departments should have already taken steps to reduce their spending commitments. The most frequently cited references are to healthcare (which already accounts for half the regional budget) and public works.
For Fausto Piga, deputy group leader of the Brothers of Italy party and minority rapporteur, "this is a budget without identity, at times embarrassing , economically rich given the over eleven billion allocated, but poor in content. For the second year, the so-called flagship measure, the one that should characterize political action, is missing." Furthermore, in particular, "the available budget is a hodgepodge of interventions without a common thread of strategic vision. The allocated amounts are sometimes bordering on the ridiculous, tens of thousands of euros that even undermine the concept of regional planning, making it seem more like the budget of a small, peripheral entity."
Meanwhile, outside the chamber, the governor is awaiting the outcome of the TAR ruling to resolve the issue of the three missing appointments to the health authorities of Cagliari, Sassari, and Olbia, and complete the puzzle of the new general managers.
