The bill to make surrogate motherhood a universal crime , definitively approved by the Senate on October 16, will be published in the Official Journal on Monday, November 18. The law was signed by the President of the Republic, Sergio Mattarella, last November 4, before leaving for his visit to China.
The practice of surrogate motherhood has been prohibited in Italy since 2004, but with this law , parents who return to Italy after having resorted to the practice of surrogacy abroad could be charged .
Penalties range from a minimum of three months to a maximum of two years in prison, and fines can reach one million euros .
