Summer camps, grants to Sardinian families to reduce tuition fees

A concrete response to the difficulties facing families and an investment in Sardinian children and youth. This is what the Regional Council sought to provide today with the unanimous approval of Bill 127/A, presented by the Democratic Party group, with Culture Committee Chair Camilla Soru as the first signatory.
This measure aims to revolutionize access to summer camps on the island, "guaranteeing the right to play and socialize for thousands of minors." As emphasized in the proponent's report, the law stems from the need to support families during the suspension of school activities, a period when work-life balance becomes critical, especially in a region characterized by seasonal employment and flexible hours. The primary objective is "to break down the economic barriers that often impede access to these services, promoting an inclusive support model that combats social inequalities."
The bill focuses on the establishment of a system of contributions to cover tuition fees, intended for minors between the ages of 3 and 17. The key criterion for accessing and adjusting the contribution is the family's Equivalent Economic Situation Indicator (ISEE) . The maximum limit for eligibility is set at 50,000 euros. Enhanced protection is provided for more vulnerable families, those with large families, or those with children with disabilities.
Unlike other measures, the grants will be paid before the start of activities, "to relieve families of the burden of having to pay large sums upfront, a factor that often discourages enrollment."
Furthermore, according to the law, summer camps, managed by municipalities or accredited entities, must "guarantee high standards of safety, hygiene, and the presence of qualified personnel, ensuring diversified educational and sports programs."
The law's implementation will benefit from financial support of €3 million for 2026 and €4 million for 2027, derived from a reprogramming of regional funds. This funding may be supplemented by the €60 million annual national fund established by the Government to strengthen socio-educational services. The law will be effective by the summer.
"The summer school closure is a challenging time for many families, especially those with seasonal jobs or flexible hours. With this initiative, we want to offer concrete help and reduce inequalities," explains Soru, adding: "Summer camps aren't just childcare services, but places for growth, socialization, and physical and mental well-being. Investing in these spaces means investing in the future of Sardinia."
