Outside the palace, the committees' picket continues. The delegation's meeting with all the group leaders of the Council "did not go well", Michele Zuddas, lawyer of the network against energy speculation, clarified yesterday, "we had confirmation of the majority's will to sink Pratobello 24 in the name of the Draghi decree. They will not stop until they have achieved this goal". Having said this, "we renew the appeal to Campo Largo to at least review article 3 of the Suitable Areas bill which allows exemptions for the installation of renewable energy plants in unsuitable areas".

The dialogue

On this point, in particular, the path of confrontation between the center-left and the opposition has opened up inside the building. Francesco Agus of the Progressisti himself admitted that "on our part, the will to open a dialogue has never been lacking, both with the opposition and with the movements. Now, in a short time, we must be able to improve the law by listening to suggestions". In particular, "I see Article 3 as a possible object of modification, I am also thinking of the energy communities at the center of a proposal from the center-right. In the next few hours, we will understand from the opposition the most important points of their reasoning". But the path of dialogue still has to be traveled: yesterday, after the summit with the committees, the minority was unable to synthesise on a proposal. Thus, the work of the Chamber proceeded very slowly as in the previous days: on each amendment, the center-right requested a vote by roll call. The debate will resume on Tuesday morning.

Agreement postponed

In the opposition that has not yet closed on a unitary proposal, there are different souls. Alessandro Sorgia of the League supports the line of the Committees on the need to discuss Pratobello 24 in the Chamber also with the possibility of modifying it. Likewise, for Gianni Chessa of Forza Italia «we need the willingness to discuss the popular proposal in the Chamber giving priority to the 210 thousand signatures». On the other side there are the other parties: for Umberto Ticca of the Reformers «the regulatory system of the Suitable Areas must be modified to arrive at the best possible law on a fundamental theme for the development of Sardinia». Certainly, «the resistance of the bill 45 is weak, we will try to strengthen the system and there will be a series of corrections, we will try to re-establish this law». The FdI group leader Paolo Truzzu recalls what the committees reiterated, that is, that Pratobello is indispensable: «This is precisely why we brought the proposal to the Chamber in the form of amendments, because in our opinion it contains indispensable principles, on these we will build a proposal for the majority to understand if the opening can lead to something positive for Sardinia: a democratic energy transition with respect for the territory». For Truzzu, «the principle from which to start again remains the Statute, and our primary competence in urban planning, which is the same one established by the Pratobello proposal, and is the only weapon to protect the territory. If we succeed, we will be able to find a compromise».

The President

According to the President of the Regional Council Piero Comandini, important steps forward were made yesterday and Wednesday. The Democrat is referring to the negotiations between factions: «The sense of responsibility shown by all political forces, even the minority ones, to contribute to writing the best text, I believe is a step forward and demonstrates the autonomy of this Regional Council in making good laws». On the disappointment of the committees: «Within the Assembly there are 60 democratically elected councilors who have at heart the concerns of the signatories of the Pratobello».
