The entire renewable energy sector awaits the approval from Brussels of the CER (Renewable Energy Communities) decree for the development of self-consumption systems.

Through non-repayable loans and premium tariffs for plants with power not exceeding 1 MW, the decree provides for support for CERs and single and collective self-consumption configurations until 31 December 2024, or until the date on which a financed equal to 300 MW.

The ferment shows no signs of abating and the various sectors are clamoring for a quick and impactful decision, which is able to give greater support to renewables and allow CERs to grow as an essential element for achieving the objectives of reducing emissions CO2 by 2023.

The potential of self-consumption systems at a residential level is high, as emerges from the latest ENEA study, according to which it is possible to exploit 30% of the roof surface to install photovoltaic panels and obtain the energy necessary for residential needs. The document describes the real potential of photovoltaics in Italy in 2030 and 2050 taking into account only the use of the roof surfaces of existing residential buildings, without the need to build new buildings and consume new land.

At what point is Sardinia

In Sardinia at the end of March 2023, 1,167 MW were installed for a total of almost 51,000 plants, thus placing themselves in ninth place in the regional ranking in terms of power and tenth in terms of number of plants. On a cumulative level, 220 MW of plants with power below 12 kWp are installed in the region, this means that they are residential plants, the consistency of which is certainly also due to the superbonus effect, 155 MW have been installed in the power range between 12 and 200 kWp, to be mainly ascribed to the industrial sector, 170 MW with power plants between 200kWp and 1 MWp again for the commercial and industrial sector, and 621 MW of plants over one MW of power, therefore to be considered utility-scale plants. In the first quarter of this year, Sardinia installed 34 new MW for a total of about 3,300 plants, of which 19 MW are residential installations, while 12 MW are plants with power between 1 and 10 MWp, the remaining 3 MW are to be ascribed to the industrial sector.

Appointment in Cagliari

The new SolarCommunity stage of the ITALIA SOLARE Tour scheduled for 23 June 2023 in Cagliari at the Hotel Regina Margherita fits into this panorama. The meeting will be an opportunity for experts in the photovoltaic sector to discuss storage, self-consumption and energy communities, issues also at the center of the draft CER decree. In detail, storage will be discussed in terms of scenario and installations, with the contribution of Fabio Zanellini, Director of ITALIA SOLARE and coordinator of GDL Storage Systems.

Afterwards, Fabrizio Pilo (President of CT 316 of the CEI) will talk about "Storage tanks as a service of flexibility to the electricity grid" while Emilio Ghiani (UnIca) "Storage tanks at the service of condominium self-consumption systems

The event will be moderated by journalist and CER expert Daniela Patrucco, attended by Anita Pili, Councilor for Industry of the Autonomous Region of Sardinia.

From the Region of Sardinia €4 million for the development of CERs

In Sardinia in particular, renewables and energy communities are not only seen as a fundamental element for achieving the objectives of energy independence and decarbonisation, but they create opportunities for small municipalities to counteract depopulation. The Region of Sardinia has thus decided to invest 4 million euros in energy communities for fair access to energy resources, for the benefit of economically disadvantaged citizens and territories, so that they can acquire clean energy and avoid depopulation. The allocation allocates two million for 2023 and another two for 2024.

The funds are intended for the feasibility study and the start-up of the communities, they will allow the Municipalities to also verify the possibility of associating themselves in unions and, above all, to have expenses financed that are not foreseen, for example, among the eligible costs of the next tenders Pnrr.
