Sardinian taxpayers are the least taxed in Italy, with an average net income tax (IRPEF) of €3,619 . However, the downside is that the island has the lowest tax returns in the country. 72.5% of Sardinian taxpayers (800,785 individuals) have an average annual income lower than the national average (€21,080 versus €24,830).

The latest report from the Cgia of Mestre reveals the data.

"After deductions and deductible charges, in 2023 Italian taxpayers declared an IRPEF equal to 190 billion euros , a tax worth approximately one-third of total tax revenues. The highest average net tax, notes the CGIA, was in the Metropolitan City of Milan with 8,846 euros . Then Rome with 7,383, the province of Monza-Brianza (6,908), Bolzano (6,863) and the Metropolitan City of Bologna (6,644)." In Sardinia, on the other hand, the IRPEF taxes are the lowest, but – as mentioned – they have "lighter" incomes.

Here is the breakdown of income-related personal income tax (IRPEF) in the various provinces of the island and their position in the "ranking" of the 107 provinces monitored in the study:

  • Cagliari: average income 24,773 euros (46th) – Irpef 5,681 euros (25th)
  • Sassari: average income 21,103 euros (75th) – Irpef 4,489 euros (77th)
  • Oristano: average income 19,253 euros (91st) – Irpef 3,949 euros (97th)
  • Nuoro: average income 18,976 (93rd) – Irpef 3,782 euros (105th)
  • Southern Sardinia: average income 18,538 euros (98th) – Irpef 3,619 (107th)

As can be seen, Nuoro and Southern Sardinia in particular rank lowest in Italy , while, small consolation, among the 107 provinces monitored, the first geographical area in the South (where the lowest incomes are recorded compared to the North and Centre) in terms of IRPEF tax level and also in terms of average overall income is the Metropolitan City of Cagliari, which occupies 25th and 46th place.

"If we estimate the percentage of taxpayers in the regional total who declare a total income lower than the national average (€24,830 in 2023), the Southern regions have very worrying figures," CGIA emphasizes. "While the national average is 65.9%, all Southern regions and the islands have a share above 70%. The most critical situation is in Calabria, where 77.7% of taxpayers (919,009 individuals) declared less than the national average." Things aren't much better in Sardinia , where, as mentioned at the beginning, more than 7 out of 10 people declare incomes lower than the national average.
