"This intervention now appears to be urgent in light of the negative effects, widely demonstrated by scientific research, that excessive or incorrect use of smartphones can have on the health and well-being of adolescents and on their school performance," notes Education Minister Valditara, who recalls how "there are an ever-increasing number of studies, as well as an ever-increasing attention from international organizations and health institutions on the need to adopt policies capable of countering the worrying phenomena that such research highlights."

The use of a mobile phone will always be permitted in cases where it is provided for in the Individualized Education Plan or the Personalized Teaching Plan as support for students with disabilities or specific learning disorders or for motivated personal needs.

Similarly, the use of cell phones remains permitted only if necessary for carrying out teaching activities within the specific areas of the technological sector of technical education dedicated to information technology and telecommunications.

Exclusively for educational purposes, the use of other technological and digital devices to support innovation in teaching and learning processes, such as PCs, tablets and electronic whiteboards, remains obviously confirmed, according to the methods planned by the schools in the exercise of educational autonomy.

Finally, attention should also be paid to issues related to the spread of Artificial Intelligence, including - concludes the minister - its uses in teaching activities and learning processes, to promote its effective use.
