Municipalities must have a say in the authorization process for renewable energy plants. Meanwhile, we need a stop to all procedures.

This is the meaning of the bill presented to the Regional Council by the Red-Green Alliance group, first signatory Diego Loi.

«We are convinced», explains the proposer, together with his colleagues Lai,

Caddeo, Piu, Cocco and Orrù, «of the importance of the energy transition but also of the absolute need to protect one of the most important resources we have in Sardinia, namely nature and the landscape».

For this reason "the communities that inhabit our territories must have the right weight in the decision-making process for the authorization of these plants which undoubtedly generate profound transformations of the territory".

The proposal comes at a time when the positions taken by spontaneous committees against the wind invasion of the Sardinian countryside and mountains are multiplying . The text provides for a modification of the rules governing the authorization procedure for the construction of new plants - in particular the regional law n. 7 of 2009 – making the opinion of the municipal administrations binding in the authorization process for the installation of new renewable energy plants.

Furthermore, "pending that the Region is equipped with organic legislation on the subject, all the authorizations in progress must be suspended".

There is a conflict of competences, because the authorizations are in the hands of the Government. The regional councilors are aware of this: «But we believe it could be a stimulus for the elaboration of a new regional energy plan and for the identification of suitable and unsuitable areas, and to finally bring order to the issue, in a period in which the communities of the Sardinia see their territories literally attacked ».
