The administrative machine of the Sardinia Region is at the top for efficiency. This, at least, has been established by the independent evaluation body that has given grades to the general directorates of departments, offices in general and agencies: 53 Dg out of 64 have received a rating of 100 points out of 100 up for grabs. And those that have not reached the maximum have come close to it: only one is below 90, that of the Coastal Conservation Authority.

The tables approved by the Regional Council are not only a (broad, on paper) promotion for the activities carried out that guarantees personal gratification. The evaluation is also aimed at "providing performance-related pay". The more objectives are achieved, the greater the economic incentive. And almost all general managers will take the entire "productivity bonus".

The ratings are expressed in hundredths and are made up of three items. The “performance evaluation” can weigh up to 75 points. And all but two (Project Unit against hydrogeological instability and Social policies) received the maximum score. Five points for everyone, absolutely everyone, and more was not possible, in the “evaluation of timing” of administrative action. A few more differences are recorded in the “evaluation of organizational behavior” sector. And it is this that determines that “only” 53 out of 64 have achieved full recognition.

The reference year is 2023. The Councilor for Personnel Mariaelena Motzo, who brought the resolution to the Council, emphasizes that «the evaluation and measurement of the results of the top managers of the Region system are carried out by a single, independent and external Body, which expresses its own proposal to the Regional Council or to the competent body of the individual bodies, agencies, companies and institutes, which are responsible for the final evaluation and the attribution of performance bonuses».
