Has the dream of seven-star tourism vanished in Laconi? It's all the Region's fault. This is according to Premier Event, a company that in 2023 was awarded fifteen properties in Laore 's countryside: a series of ruins (some uninhabitable) for which the Cagliari-based company had offered nearly €600,000. The goal was to transform them into luxury villas. But recently, after three years, the Region revoked the assignment.

The documents state that, following some land registry updates, "in full compliance with the agreements reached," in November 2024 the LLC was asked to "appoint a notary of its choice to execute the deed of transfer of ownership."

On December 31, the administration "again invited the company to appoint a notary of its choice." A meeting between the parties was held in January. In August, a "reminder for the conclusion of the administrative procedure" was sent. Again, the following October, the administration "invited Premier Event Srl to appoint a notary within the mandatory 30-day deadline." However, the company failed to do so. In December 2025, a notice of revocation of the award was received. Premier Event requested time to submit observations, but last January the deadline "expired without any observations being submitted." Hence the decision to cancel the assignment of the assets.

The company's owner, Irina Ryabchukova, spoke through her lawyer, Giuseppe Ledda. She explains that she "paid the tender fee, covering the due diligence and design costs (all activities that generated significant costs)" and that she "initiated the procedures to build a hotel in the village, only to discover, once the tender was awarded and after repeated inspections, which entailed nearly four years of wasted time and expensive consultancy, that the cadastral data entered in the tender did not correspond to the actual condition of the properties.

These circumstances "were immediately reported to the regional administration, both directly and through the company's technicians and lawyers. It is a fact that the actual conditions, as they emerged from various meetings, inspections, and discussions, differed from those stated in the tender notice, along with a series of aspects that severely limited the effective enjoyment of the assets."

The statement cites "gross errors that likely predated the tender itself, effectively blocking any further work almost immediately. The entrepreneur's company promptly reported the obvious discrepancies to the relevant regional offices , but unfortunately, despite the efforts of regional officials, more than three years have passed in vain."

It's clear, the explanation goes, "that after three years, business judgments change and skepticism sets in. If it took three years simply to verify the suitability of the assets put to tender, the entrepreneur wonders how many more years will have to pass to see the entire project realized: it was Premier Event," the statement assures, "that abandoned the project, acknowledging the Region's inertia. The 'flop' is not attributable to Dr. Ryabchukova's company, but to the mistakes and delays of others."
