By mid-June, the judges of the Lazio Regional Administrative Court (TAR) will address the bitter legal dispute between the Municipality of Santa Teresa and the Ministry of the Environment, on one side, and Terna, the national operator of the high-voltage grid, on the other.
Terna believes there is the utmost urgency for repairs to the "Sa.Co.I" power line, specifically in the segment that crosses the Rena Bianca beach. Terna openly speaks of "impairments to the continuity of electricity service," meaning a high risk of blackouts for Sardinia.
On the other side, the Municipality of Santa Teresa and the Capo Testa Marine Protected Area have responded: construction is not possible at this time; in any case, the beach will not be touched unless specific conditions are met and a €2 million surety bond is secured. Terna has challenged the ordinances of the Municipality of Santa Teresa before the Lazio Regional Administrative Court (TAR), deeming the Santa Teresa administration's requirements unworkable and impracticable.
The national grid operator cites a fault that was reportedly detected at the end of 2025 on the "Sa.Co.I. 1" power line, a high-voltage connection between Tuscany, Corsica, and Sardinia. Terna had requested an urgent ordinance from the Prefecture of Sassari to proceed with the operations, bypassing other authorities. Prefect Grazia La Fauci opted for dialogue, raising awareness among the affected authorities and urging them to take Terna's concerns into account, but without imposing or issuing a peremptory order.
The Municipality of Santa Teresa has decided to appear in court, represented by attorney Gian Comita Ragnedda (an expert in the field). Ragnedda declined to comment. The Ministry of the Environment (Capo Testa Marine Area) will be represented by the State Attorney's Office. Terna is being assisted by attorneys Mario Percuoco, Professor Francesco De Leonardis, Velia Loria, and Antonio Iacono.
