A personalized parking space under her house. This is the request made by Erika Foddis, 29, from Sestu, on behalf of her sister Eulalia, 33. The two live in an alley off Via Donizetti, and Eulalia, who uses crutches to walk, needs an assigned parking space in front of her house. But despite numerous requests, she hasn't received one, and the two are ready to take legal action. "We had already sent a request via certified email to the Local Police headquarters, then we went to their offices and also had two meetings with the mayor at the City Hall. Initially, they had given us some hope. But in the end, it seems impossible, and even the mayor herself has denied it," they stated.
Unfortunately, there wouldn't be enough space in the alley or on that stretch of road. Instead, there's a general parking space for people with disabilities on Via Caboni, 50 meters from Eulalia's house ; and another on Via Donizetti, a little further on. "But they're too far away and always occupied. There's a café and a hairdresser on this street, and it's a constant hustle and bustle. My sister often has to park on Via Piave, too, and it's certainly not a walk in the park for her," says Erika, who has been fighting for this cause for months.
The two sisters submitted a request to the municipality through a lawyer. It states that "the right to mobility for persons with disabilities is protected by Article 38 of the Constitution." Furthermore, "as stated by the Regional Administrative Court of Lombardy - Milan, ruling no. 1847/2013, the right to a reserved parking space near one's home, where the legal requirements are met, constitutes an objective right that the municipal administration is required to recognize and honor." In short, a personalized parking space with the user's pass number, as seen in other municipalities .
"If the request isn't enough, we're ready to appeal to the Regional Administrative Court," Erika continues. Can a solution be found to give Eulalia the autonomy she deserves? "First of all, I'm sorry for the inconvenience she's experiencing. Furthermore, as an administration, we've received our fellow citizen's complaints and are reviewing the entire situation with the relevant authorities ," says Mayor Paola Secci.
