Video surveillance systems with efficient cameras pointed at the access routes (not the public highway), with the obligation to maintain recordings for the entire time allowed by the privacy regulator. Respect for alcohol serving times. Adoption of a "code of conduct" for patrons, which must be posted and clearly visible. Furthermore, minors must be "branded" with washable ink on a clearly visible part of their body to prevent them from seeking out other sources to obtain alcohol or access gambling.

Furthermore, "situations of illegality or danger to public order or safety" must be promptly reported to law enforcement. Businesses must also "identify a security representative," whose name must be registered with the Police Headquarters, who will act as a point of contact for law enforcement in the event of problems.

These are the key points of the memorandum of understanding approved by Massimo Zedda's city council, in agreement with the Prefecture, to try to bring order to Cagliari's nightlife, often marked by episodes of violence and illegality. The document is currently a draft, but the executive has approved it and it will be submitted to the trade associations.

Participation is open to all entrepreneurs, owners of bars, clubs, and nightclubs. The agreement also includes reward mechanisms for those who sign it: the Police Commissioner will take their commitment into account if sanctions under the Consolidated Law on Public Safety are applied.

Adherence to the protocol, and its application in the event of problems, will help reduce the potential "penalty" in the event of disturbances related to the activity.

An entire chapter is dedicated to nightclubs: they must employ at least two security guards. Once the capacity exceeds 100 people, there must be one additional security guard for every 100 customers, up to a maximum of 500. Up to 1,000 people, one additional security guard must be added for every 250 people inside. The security guards must wear identification badges, and at least one must have completed first aid training.

Not only that: in the "dance halls" the cameras will also have to monitor the parking lots, smoking areas, and bar areas.

Free alcohol detection systems must be installed at the exit. Metal detectors may be installed at the entrance to "prevent the introduction of weapons, offensive objects, or pepper spray."

The entities adhering to the memorandum of understanding undertake to collaborate in the implementation of the principles set out and to meet at least every six months to discuss any results achieved.
