" Insufficient responses ." This is how the CGIL-CISL-UIL FP and the other unions involved in last Friday's AOU strike in Sassari described the outcome of the post-democracy meeting with the University Hospital management . Over 50% of the workforce—medical sector and management combined—participated in the strike , which focused on the 2024 pay differentials and the 2024 functional and productivity assignments, which still lack certification.
Then, within healthcare management, there are the critical issues related to the additional salary funds awaiting certification for 2023, 2024, and 2025, and subsequently, the failure to certify the 2023 agreement , resulting in the blocked contractual funds. Added to this, again for healthcare management, is the failure to disburse funds from 2013 to 2017, with hundreds of pending lawsuits. Responses from the company's top management have opened some avenues, which the organizations, however, find unreliable. Specifically, the AOU, the 10 unions announced in a statement, "reported that the final resolutions on the contractual funds are expected the week of June 9th, following the completion of the process with the Board of Auditors. Until then, the 2023 and 2024 funds for management, and the 2025 and 2026 funds for all workers, remain provisional, and decentralized bargaining remains suspended. Regarding the 2024 pay differentials, for which the Board had expressed a negative opinion, the matter has been forwarded to the competent supervisory bodies and remains open.
The overall problems also include overcrowding, stretchers in the corridors of the departments, staff shortages, and pressure on workers. This will also be discussed at the meeting convened in Cagliari after June 4th by Alessandra Todde, president of the Region and also interim health councilor, with the unions of the CGIL-CISL-UIL confederations, as part of the August 4, 2025, agreement, and regional health leaders. "Any delays or failure to respond within the indicated deadlines," the document states, "can only be considered an aggravating circumstance. The march has already unanimously voted for two additional consecutive days of strike action and a demonstration in Cagliari."
