Regulations ignored, Cagliari streets "invaded" by dog waste: "Mayor calls for more enforcement."

The regulations exist. But enforcement is lacking. And Cagliari's sidewalks and streets are covered in "dog waste." The issue is raised in the city council with a motion presented by Pierluigi Mannino, leader of the Brothers of Italy party.
The regulation dates back to 2021. It established that "to ensure hygiene and to protect decorum, dog owners and anyone accompanying them when they are taken in public spaces are required to be equipped with suitable equipment (special containers or resealable and liquid-proof plastic bags) for the collection of solid waste, as well as to collect it from public land, including public green spaces or private public spaces, and to deposit it in urban waste containers or in specific containers, where placed by the administration." However, Mannino emphasizes, "despite the existence of a municipal regulation and the application of penalties, the phenomenon of dog waste abandonment persists, highlighting the need for strengthened measures."
For this reason, the mayor and the council are committed to "strengthening controls through increased surveillance by the Municipal Police and the use of technological tools, in order to ensure compliance with the rules and the application of sanctions" and to "intensify awareness campaigns, using various communication channels, to educate dog owners on the importance of picking up dog waste and respecting public spaces, promoting a culture of responsibility and civility".
