The project is called "Oltremare", the objective is to inform and raise awareness about the Pelagos Sanctuary, about the marine mammals present and the measures and good practices for preventing and mitigating the impacts that weigh on the species.

With the approval of the project, the municipal council of Porto Torres intends to join the tender of the Ministry of the Environment and Energy Security for the financing of project proposals within the framework of the Partnership Charter of the Pelagos Agreement - 2024 Edition" with the aim of promote respect for environmental, landscape and biological quality and encourage eco-sustainable and pedagogical activities in this regard. The objective of the tender is to encourage the creation of project proposals aimed at the protection of marine mammals and their habitat, through funding provided by the General Directorate of Naturalistic and Sea Heritage, to cover the entire cost of the projects that will be selected.

The executive through the Department of the Environment, led by Massimiliano Ledda, with the "Oltremare" project intends to actively involve both the citizens and the city's schools, with particular reference to primary and secondary schools of I and II level, in order to disseminate the contents and activities of the Pelagos agreement to contribute to the improvement of scientific and environmental skills, increasing awareness and awareness of the importance of the protection and conservation of the precious marine ecosystem, both through educational courses divided into frontal lessons of an informative nature and scientific and practical activities to be carried out in the field through the support of the Port Authority of Porto Torres.

Since 2013, the Municipality of Turrita has adhered to the Pelagos Partnership Charter for the protection of cetaceans and pelagic habitats falling within the Sanctuary for Marine Mammals, established with the international agreement of 25 November 1999, participation always renewed for the subsequent two-year periods including 2023- 2025.
