The carabinieri of the Noe di Sassari carried out the seizures requested by the Procurator of Tempio Pausania on 18 works defined as "incongruous" in Olbia, mainly bridges and underpasses.

On 18 November 2013, the Gallura area was hit by a violent flood that had also caused 13 victims in Olbia alone, as well as injured and numerous displaced people, with very heavy damage.

The investigations had revealed how the drainage network that crosses the city was and is characterized by numerous serious hydraulic criticalities due to sections of insufficient width compared to the project flows, which are more aggravated in the numerous crossings and in the burial sections of some courses of 'water.

In January the Prosecutor Gregorio Capasso had delegated the carabinieri of the Noe to carry out an in-depth study on the failure to execute a plan for the safety of Olbia from the hydrogeological risk point of view.

Following the investigations, the seizure decree concerning 18 "incongruous" works still existing in the town, which should have already been demolished, was executed on 18 November, while their existence is still considered a condition of potential danger for local territory and population, in addition to having been identified as a contributing cause of the most serious recent flood events recorded both in 2013 and in 2015.

The carrying out of the operations for affixing the seals lasted several weeks in order to give time and the possibility to the Municipality to adopt the appropriate measures aimed at identifying the most functional solutions for the alternative management of city vehicular traffic.
