A climate "characterized by high tension, widespread discontent, and concern among healthcare workers, facility managers, administrative staff, and contractors." These factors have prompted the opposition in the Regional Council to seek clarity from the Department of Health, and therefore from Regional President Alessandra Todde, regarding what is allegedly happening within Brotzu, which, like Arnas, "represents one of the most important public healthcare facilities in Sardinia, a regional point of reference for highly specialized care and a fundamental safeguard for the protection of citizens' health."

The question was first signed by Gianni Chessa (Forza Italia), but the text was shared with other party and coalition colleagues, such as Alleanza Sardegna and Fratelli d'Italia.

According to the question, "there are attempts to directly influence functions that public procurement legislation assigns to specific technical and administrative figures , such as the appointment of the Contract Execution Director (DEC), whose selection is the responsibility of the Sole Project Manager (RUP)." According to center-right representatives, " any alteration of proper administrative procedures in such a sensitive area would constitute an extremely serious matter, capable of compromising the principles of legality, impartiality, and proper administrative action."

Then comes the accusation against "inadequate and ineffective corporate management with respect to the complexity of a highly specialized facility," which "risks producing negative effects with possible repercussions on internal organization, staff peace of mind, and ultimately, the quality of healthcare services provided to citizens."

After a formal question asking whether regional leaders are aware of any situations that would confirm the scenario described, the question also asks whether "any checks or monitoring have been conducted on the functioning of the Company's most sensitive departments, including, in particular, the personnel office, the purchasing office, and the procurement office, including with respect to compliance with transparency procedures and anti-corruption measures." It concludes with a call to " urgently initiate an audit of the Company's management and internal organizational climate, to ensure the proper functioning of the administrative structures and the well-being of its staff."
