Following the successful appeal of the Ministry of the Interior through the Prefecture, which suspended as a precautionary measure from July 22nd to September 2nd the decrees appointing the deputy mayor and municipal council of Ottana, adopted by Mayor Franco Saba, who was under house arrest at the time the appointments were signed as part of an investigation into attempted extortion. The Regional Council, acting on a proposal from Francesco Spanedda, Councillor for Local Government, Finance and Urban Planning, has appointed Giovanni Basolu as Regional Commissioner for the Municipality.
In a statement, the Region explained that the decision was necessary following the ruling by the Sardinia Regional Administrative Court (TAR), which suspended the appointment of the Regional Council and Deputy Mayor, with consequent repercussions on the institution's full operation.
"This is not the dissolution of the City Council, but rather an extraordinary measure, necessitated by an unprecedented situation, which ensures the continuity of administrative action while safeguarding the will expressed by citizens through their votes," said Councilor Francesco Spanedda. The appointment of the commissioner is aimed exclusively at ensuring the proper exercise of municipal functions until the dispute is resolved, while fully respecting the jurisdiction of the judicial authorities.
"The Region exercises the prerogatives granted to it by law with a single objective: to protect its citizens and ensure the proper functioning of the Municipality. The solution identified, in this unprecedented situation, allows us to safeguard the will of the people while avoiding any administrative vacuum. We will not intervene in the merits of the dispute, which will proceed through the appropriate bodies, but we will fulfill our institutional duty to ensure that no legal proceedings result in harm to the community of Ottana," concludes the member of the Regional Council.
